Jointly with OCHA, NORCAP implements the PSEACap project, to strengthen inter-agency coordination, leadership, and accountability in preventing and responding to sexual exploitation and abuse through the deployment of PSEA Coordination experts into high-risk contexts.

In alignment with NORCAPโ€™s mission, the Senior PSEA Coordinator will work closely with Humanitarian Coordinators and inter-agency networks to strengthen collective accountability and ensure the centrality of PSEA in humanitarian and development operations. This role is pivotal in reinforcing leadership, programmes, and sustainable strategies that uphold dignity and safety across all levels of response.

This position is based in-country and reports directly to the Resident Coordinator/Humanitarian Coordinator. The assignment duration and location will be contextualised based on operational needs.

As the Senior PSEA Coordinator, you will take on the following responsibilities:

Provide strategic advice to senior leadership to support their accountability for collective PSEA effortsEstablish and coordinate an inter-agency PSEA Network, ensuring inclusive representation and technical collaboration

Representย inter-agencyย PSEAย prioritiesย inย relevantย senior levelย coordinationย bodiesย and leadership fora, such as the UNCT/HCT, as well as donor coordination groups, as necessary.Lead the development of an inter-agency PSEA action plan. Prepare and roll out inter-agency SEA risk assessments, in line with IASC (Inter-Agency Standing Committee) guidance.Lead the implementation of the in-country PSEA Programme, including monitoring, evaluation, and capacity-building initiativesEnsure integration of PSEA across clusters, sectors, and strategic frameworks, including humanitarian and development planningFacilitate collaboration with Protection, GBV, Child Protection, and Accountability to Affected Populations actors to ensure a survivor-centred approachDevelop and roll out SOPs for inter-agency complaint referral and strengthen community-based reporting mechanisms, in line with IASC guidance.

Work with the PSEA Network members to strengthen/connect existing and/or establish new CFMs (Community Feedback Mechanisms) to address reporting barriers, including coordinating training efforts for complaints personnel on sensitive reception of reports, how to report SEA, and how to refer complainants/survivors for assistance services.

Engage with key stakeholders, donors, and regional/global bodies on the development of a resource mobilization strategy, and โ€“ in coordination with Communications specialists โ€“strategic messaging on (P)SEA in- country.

To excel in this role, candidates should possess the following qualifications and skills:

Advanced university degree in social work, public health, gender studies, law, human rights, or related disciplinesMinimum of 10 yearsโ€™ relevant experience in PSEA, Protection, Accountability to Affected Populations (AAP), Human Rights, and or Gender Based Violence (GBV), including field experienceProven ability to lead strategic processes and develop inter-agency action plans.Demonstrated experience withinย  humanitarian and development coordination structures (e.g. IASC, clusters/sectors)Excellent communication, facilitation, and advocacy skills across diverse stakeholdersPlease read the terms of reference for more details before applying :Senior PSEA Coordinator TORs (2025).pdfย
