ProCap Senior Adviser (Spanish-speaking) – NORCAP expert pool

 

NORCAP invites accomplished professionals to serve as Senior Advisers with the Protection Standby Capacity Project (ProCap). As independent, inter-agency advisers, ProCap Senior Advisers provide expert support to strengthen protection leadership and capacity across humanitarian operations. They provide strategic advice to humanitarian leadership to guide protection strategies, policies, coordination, and advocacy.

ProCap Senior Advisers are critical to the humanitarian reset by strengthening protection leadership and embedding protection principles in reformed coordination systems. They support empowered leaders through expert guidance, capacity building, and fostering collaboration to address complex protection challenges effectively.

 

Key Responsibilities:

Advise on protection policy, advocacy, and coordination at field and headquarters levels, providing strategic advice to humanitarian leadership.

Design and lead capacity building, training, peer learning, and facilitation for a broad spectrum of partners, including government, UN actors, NGOs, and stakeholders beyond the humanitarian sector.

Support resource mobilization by identifying and supporting fundraising initiatives related to protection.

Recommend and mobilise agencies to apply innovative approaches and strategies to strengthen protection in humanitarian emergencies, and collaborate with sectors and actors outside of the humanitarian sector to identify practical and sustainable solutions to protection risks. 

Engage effectively with a diverse range of high-level stakeholders, driving collaborative solutions in complex settings.

Support inter-agency processes and ensure the integration of protection standards and the Centrality of Protection policy and benchmarks.

Professional Requirements:

Advanced university degree in law, human rights, social sciences, or related fields.

Minimum 10 years of senior management experience in NGOs, government, and/or UN (P5 level and above), with expertise in protection and humanitarian policy.

Expert-level experience in capacity building, training design and delivery, facilitation, and peer learning in challenging contexts.

Proven skills in collaboration, influencing, and building networks with stakeholders inside and outside the humanitarian sector.

Willingness and ability to travel to insecure environments.

Demonstrated research and analytical capabilities.

Exceptional interpersonal and communication skills; fluency in English required.

Fluency in Spanish is required.

The role requires resilience, cultural sensitivity, and a commitment to humanitarian, gender equality, and protection principles.
