Job Summary
CRS Philippines will implement the Women Advancing Inclusive, Participatory and Accountable Governance in the Bangsamoro Project thatย seeks to strengthen the influence of women leaders and organizations in the Bangsamoro by enabling their active participation in governance and promoting accountability to the needs of women and the broader community. Through capacity-building activities such as participatory governance training, policy engagement, collaboration with established federations and municipal and regional duty bearers, and partnership to support literacy, women leaders will be equipped to meaningfully engage in local and regional decision-making. Simultaneously, women's organizations will lead efforts to assess and strengthen womenโs desks and protection mechanisms through profiling and documentation, capacity building, partnerships with LGUs, and community dialogues on gender-based violence. To ensure sustainability and systemic support, the project will engage male leaders, traditional and religious leaders, and local government officials in dialogues and orientations to foster their advocacy for womenโs participation in governance and political decision making. Alongside with these efforts, success stories and a culminating learning event will collectively build a more inclusive and gender-responsive governance environment, empowering women and their organizations to shape policies, services, and accountability mechanisms in the BARMM.
As a key member of the project team, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical support to key project stakeholders advancing CRSโ work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Scope
The Senior Project Officer for Governance will lead implementation of activities under Output 1: Women participate in governance and political decision-making processes at the local and regional levels. She/he will work closely with the Senior Project Officer for Gender Response for the implementation of activities under Output 2 (Women organizations lead efforts to strengthen women's desks and protection mechanisms at the barangay and municipal levels) and Output 3 (Local government leaders and other male leaders support and advocate women's governance and political participation).
Roles and Key Responsibilities:
Actively contribute to crafting logical detailed implementation plans that support the achievement of desired project goals, and in developing realistic budgets to support the completion of plans. Organize and lead the implementation of assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding project stakeholders in their efforts to reflect on project experiences. Analyse implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules. Coordinate and oversee working relationships with all local project stakeholders and serve as liaison between them and the project team to mobilize local actors and promote project activities and impact. Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner. Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards. Coordinate provision of any logistical and administrative support to staff and project stakeholders. Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight, ensure efficient use of project resources. Support the development and preparation of the budget forecasts. In collaboration with the Technical Advisor โ Social Cohesion/Program Manager and Finance Officer, review monthly budget comparison report especially for assigned activities, and provide feedback for adjustments when necessary.ยBasic Qualifications
Bachelor's Degree required. Degree in International Relations, Development Studies, or in the field of Peacebuilding, Governance would be a plus. Minimum of 5 years of work experience in project support, ideally in the field of Peacebuilding, Gender, Political Participation and Civil Society Engagement Additional education may substitute for some experience; additional experience may substitute for some education.Required Languages โ English and Filipino
Travelย โ 30% travel to project sites.
