Background
The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Governmentโs reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the governmentโs reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCEโs work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraineโs comprehensive security is enhanced in line with the OSCE commitments.
The post is located in the Rule of Law and Human Rights Component of the Support Programme for Ukraine within the Conflict Prevention Center, OSCE Secretariat. It is an extra-budgetary (ExB) post within the project โEmpowering Constitutional Justice: Strengthening the Constitutional Court of Ukraineโs Role in Advancing Gender Equality, Human Rights, and Rule of Lawโ that will last until 31 December 2028.

Tasks and Responsibilities
The Senior Project Associate reports to the Associate Programme Co-ordination Officer, P2 while the Chief of Operations acts as the second-level supervisor. The Senior Project Associate supervises Senior Project Assistant, G6 distributing workload, managing performance and guiding development. The incumbent is tasked with the following:
Managing project implementation through all steps of the project cycle, by supporting day-to-day planning and follow-up with partners and stakeholders on implementation of project activities and overseeing processes in accordance with the established procedures, providing recommendations on refinement of strategic directions of projects activities in the area of rule of law and human rights, assisting in needs analysis, formulation as well as timely accomplishment of project outputs and activities, including budget forecasting and its revision wherever necessary, participation in the selection and oversight of consultants, implementing partners, vendors as well as goods and services delivery.
Establishing and maintaining relations with stakeholders; ensuring co-ordination of planning and conduct of the project with key partners inside and outside the Organization, project beneficiaries and donors; Managing inter-agency coordination meetings with national stakeholders in the area of his/her responsibility; providing advice and recommendations on required inputs from national partners in support of the project activities; representing the OSCE at local, national, regional conferences and events at the request of the supervisors; attending national and international conferences; participating โ also as a speaker - at meetings with international partners or agencies.
Assembling and synthesizing data to facilitate the analysis of project activities, and to draft periodic or ad hoc reports; consolidating and monitoring various reports on project human resources planning and expenditures, the use of non-staff resources, the programme / projectsโ communication and publishing plans as well as travel schedules ensuring maintenance and retrieval of reference material, documentation, data and information pertinent to his/her area of responsibility.
Coordinating and leading organization of project events, meetings, workshops and other activities as required.
Conducting research and needs assessments, supporting knowledge building and knowledge sharing across the programme through training of staff and briefing of budget holders on administrative/budgetary/planning/programming/financial procedures and processes; reviewing current processes and making recommendations to improve programme/projects administration procedures.
Supervising lower grade general service staff.
Necessary Qualifications
Completed secondary education, supplemented by specialized training or formal studies in the field relevant for the project (such as International Law and/or Law).
Minimum seven years of relevant working experience in the field of rule of law, human rights, or international cooperation.
Experience in project planning, development, implementation and reporting.
Managerial experience would be an asset.
Established knowledge and understanding of the developments in the justice and rule of law sector.
Ability to conduct independent research and collect information from a variety of sources.
Professional fluency in English and Ukrainian with excellent communication (both oral and written) skills.
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Computer literate with practical experience using Microsoft applications.
Remuneration Package
Monthly remuneration, subject to social security deductions, is EUR 2,167 as per the relevant OSCE salary scale. The salary payment is effected in EUR. Social benefits will include participation in Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
