This position is located in East Jerusalem, within the UNDSS Israel and the Occupied Territory (IOPT) Office. This duty station has been designated by the International Civil Service Commission as \"B\" hardship and a family duty station. ResponsibilitiesUnder the direct supervision of the Principal Security Adviser (PSA), the Senior Project Management Officer will manage the overall IOPT Programme, extrabudgetary projects and provide high-level technical support for the effective delivery and satisfactory implementation, monitoring and evaluation of multi-donor funded IOPT programme which will enable UNDSS support to humanitarian operations in IOPT. The incumbent will also provide authoritative advice on technical cooperation, resource mobilization and management of information tools necessary for the proper discharge and monitoring of IOPT Programme results, resources, extrabudgetary projects, including through ensuring the preparation of regular narrative reports and maintaining good working relationships with all key stakeholders, funding partners, Member States, United Nations entities and implementing partners. Within delegated authority, the Senior Programme Officer will be responsible for the following duties: โ€ข Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; ensures that project management governance, policies, processes and methods are developed and practiced according to the best project management practices; ensures overall assurance of projects is provided; identifies priorities, problems and issues to be addressed and proposes corrective actions; ensure proactive programme and project risk identification and assessment and implementation of adequate mitigation measures; liaises with relevant parties; identifies and initiates follow-up actions. โ€ข Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. โ€ข Directs research and programme evaluation and presents information gathered from diverse sources. Ensure that the delivery of outputs and activities from the projects, including HR, procurement and logistics in coordination with relevant stakeholders, meet programme requirements in line with the programme plans and project documents, and is to the appropriate quality, on time and within budget; โ€ข Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc,; ensures delivery of high quality donor reports, donor communication and visibility products. โ€ข Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. โ€ข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.), including development of office budget and expenditure forecasts based on established financial goals and resource mobilisation plans. Ensures preparation of related documents/reports (proposals, work programme, programme budget, etc.). โ€ข Serves as an effective spokesperson, and establishes collaboration and partnerships with donors and member states for strategic partnerships; builds effective relationships with both current and potential donors and partners; plans and coordinates an effective programme of technical cooperation with bilateral and multilateral partners based on the direction set by the leadership; organizes discussions for future cooperation, programme priorities and areas of interest. โ€ข Assists with overall resource mobilization efforts by coordinating the preparation and submission of resource requirements and extrabudgetary projects of UNDSS IOPTJ Office to UN Headquarters, including providing technical advice, documentation and information as input for resource mobilization efforts. โ€ข Ensures effective utilization, supervision and and develop the project management and technical skills of the Programme Management Officers and other personnel; Guides, evaluates and mentors staff โ€ข Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ultimately responsible for the delivering capabilities and relevant outcomes of the IOPT Programme, meeting and exceeding donor and client expectations. โ€ข May perform other duties as required. Work ExperienceA minimum of ten (10) years of progressively responsible experience in project or programme management, administration, or related area is required. At least three (3) years of relevant experience working within the UN Common System or comparable international organization or nongovernmental organization at the international level is required, out of which one (1) year in a conflict, post-conflict or natural disaster setting. A minimum of five (5) years of experience establishing and maintaining relationships with counterparts in UN entities, including the Secretariat and Agencies, Funds and Programmes, or comparable international organizations is required. Experience in resource mobilization in an international organization is required. Experience in managing large funding grants within an international organization or non-governmental organization is desirable. Experience in preparing reports for donors is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
