Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Coordinating Body on the Seas of East Asia (COBSEA) Coordinator reports to the Head of UNEPโ€™s Regional Seas Branch. The focus of this position is to lead the COBSEA Secretariat, an intergovernmental mechanism bringing together 9 participating countries in protecting and conserving the marine environment in the East Asias Seas since 1981, as well as direct implementation, monitoring and evaluation of COBSEA programmes, operations, policy development and other activities Towards the effective implementation of COBSEAโ€™s Strategic Directions 2023-2027. This position is located in the Regional Seas Branch, Ecosystems Division in the Bangkok duty station. Under the supervision of the Head, Regional Seas Branch the incumbent will be responsible for the following duties: Responsibilitiesโ€ข Takes the lead to develop, implement and evaluate COBSEA related programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. โ€ข Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. โ€ข Directs research and programme evaluation and presents information gathered from diverse sources. โ€ข Coordinates COBSEA policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies. โ€ข Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โ€ข Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. โ€ข Directs substantive support to COBSEA intergovernmental, consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. โ€ข Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to COBSEAโ€™s budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. โ€ข Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentor's staff โ€ข Leads team membersโ€™ efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Work ExperienceA minimum of ten (10) years of progressively responsible experience in environmental or natural resources management and the implementation of multi-disciplinary programmes at national and international levels, administration or related areas is required. At least five (5) years' experience in managing intergovernmental processes is required. A minimum of three (3) years of fund-raising experience is required. A minimum of five (5) years' experience in managing large programmes and projects relating to the marine environment is desirable. Experience in data analytics or related area is desirable.
