Organizational Context The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโs largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is โto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.โ IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles. As one of the five decentralized parts of the Secretariat, the Regional Office for Regional (ROE) in Budapest leads the support to NSs of 53 countries through Country and Country Cluster Delegations and directly from Budapest spread across Western and Eastern Europe, the Balkans, Caucasus, and Central Asia. The role of the current HDCC unit includes all aspects of Disaster Risk Management, including o coordination of international response and global and regional tools o operational management and support (for countries covered directly by the ERO) o disaster and crisis monitoring o institutional preparedness, utilizing standard tools such as Preparedness for Effective Response o Cross-cutting thematic approaches and agendas, including o Climate change adaptation o Migration o Cash and voucher assistance (CVA) Job Description Intern al o Community engagement and accountability (CEA) o Protection, gender and inclusion (PGI)
Job Purpose This role supports the International Federation of the Red Cross and Red Crescent (IFRC) in managing programs and projects in Moldova, ensuring compliance with IFRC procedures, regulations and quality standards. Working closely with the Moldova Red Cross Society, the Programme and Disaster Risk Management Senior Officer oversees planning, budgeting, and implementation while conducting assessments to guide evidence-based programming. S/he also plays a key role in identifying risks and challenges that may impact operations, ensuring timely reporting and coordination with relevant stakeholders. This position has a focus on Disaster Risk Management including Preparedness. The role strengthens disaster risk management by supporting the Moldova Red Cross Society in developing response strategies, contingency plans and preparedness initiatives. By leading risk assessments, capacity-building efforts, and coordination with key stakeholders, the incumbent enhances disaster readiness and response. S/he also contributes to knowledge-sharing, technical support, and capacity development for IFRC and Moldova Red Cross staff, ensuring sustainable impact.
Job Duties and Responsibilities Project Management: โข Support the Programme Coordinator in managing projects and programmes in compliance with IFRC procedures, regulations, and policies. โข Monitor project progress, ensuring compliance with IFRC program standards, and provide timely reporting. โข Support planning, budgeting, and financial reporting to align with quality standards. โข Coordinate logistics, procurement, and technical support with IFRC, NS, and MRCS teams for efficient implementation. โข Conduct needs, vulnerability, and capacity assessments to guide program delivery. โข Identify and report challenges affecting project implementation, including security, operational, and contextual risks. โข Inform the Programme Coordinator on any issues that could affect project implementation, including safety and security concerns, difficulties to operate and similar developing situations that could hinder implementation. โข Represent IFRC in humanitarian coordination forums, Movement coordination meetings and inter-agency events. โข Carry out any other project-related tasks assigned by the Programme Coordinator. Disaster Risk Management: โข Support the NS in developing response strategies, contingency plans, and preparedness frameworks. โข Design, carry out and assist NS when relevant to implement national level assessment of disaster risks, vulnerabilities and capacities in order to identify priorities for disaster preparedness and assist them in developing relevant programs. โข Lead risk analysis, hazard mapping, and capacity assessments in high-risk areas. โข Revise the NS disaster management strategy and plans and monitor the implementation of the priority activities. โข Design and implement training programs for disaster preparedness and response, in coordination with local authorities. โข Develop and deliver training programs for IFRC and National Society staff on project management, disaster preparedness and response. โข Plan and develop programs and materials that address major threats and appropriate prevention, preparedness and response coping mechanisms. โข Facilitate the establishment, improvement and maintenance of contingency stocks and adequate emergency procedures for disaster response. โข Assist NS to improve their co-operation with the relevant government agencies and in liaising with international agencies and organizations.
Other duties and responsibilities: โข Support technical counterparts in knowledge-sharing and experience exchange initiatives. โข Providing trainings or other means of capacity development for IFRC and National Society staff. โข Provide translation assistance during meetings involving various stakeholders (RO/RU/EN). Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Education Relevant University degree; (Project Management, Monitoring and Evaluation, International Relations) or relevant experience - Required Fluent in written and spoken English - Required Russian and Romanian Fluent in written and Spoken Ukrainian - Preferred
Experience Minimum of 4 years work experience in program support Minimum of 2 years in project management Experience of working for the Red Cross/Red Crescent Experience of working for NGO or humanitarian sector in Moldova
