Setting and ReportingThis position is located in the Data Innovation and Capacity Branch (DICB) in the Statistics Division of the United Nations Department of Economic and Social Affairs (UNDESA) at New York Headquarter. The Senior Programme Management Officer reports directly to the Chief of Branch. The focus of this jobs is to manage and support the work of the Secretary-Generalโ€™s Independent High-level Expert Group (IHLEG) on Beyond Gross Domestic Product (B-GDP) mandated under UN General Assembly resolution A/RES79/1 of 22 September 2024 to develop recommendations for a limited number of country-owned and universally applicable indicators of sustainable development that complement or go beyond gross domestic product. The Division compiles and disseminate global statistical information, develop standards and norms for statistical activities, and support countries' efforts to strengthen their national statistical systems. ResponsibilitiesWithin delegated authority, and under the direct supervision of the Chief of Branch, the Senior Programme Management Officer will be responsible for the following duties: โ€ข Takes the lead in preparing and providing substantive support and analytical backstopping to the work of the IHLEG for the successful implementation of its mandate under tight deadlines during the year 2025. Directs other members of the IHLEG Secretariat in providing the necessary management and support to the work of the IHLEG . โ€ข Directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. โ€ข Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. โ€ข Directs research and programme evaluation and presents information gathered from diverse sources. โ€ข Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, โ€ข Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โ€ข Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc, including the draft report to the UN General Assembly in 2025 containing the recommendations of the IHLEG. โ€ข Directs substantive support to consultative and other meetings, conferences, etc., including the UN-led intergovernmental process following the completion of the work of the IHLEG (2026), reaching out to Member States and relevant stakeholders, including the Statistical Commission, international financial institutions, multilateral development banks and regional commissions, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Supports and facilitates related intergovernmental negotiations. โ€ข Manages outreach activities to relevant stakeholders (e.g. Member States, UN specialized agencies, other international and regional organizations, academia, private sector, CSOs) to ensure an open and transparent process, that builds on existing work in this area. Designs and conducts needed seminars and webinars, etc., makes presentations on assigned topics/activities. โ€ข Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to budget and funding (programme preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. โ€ข Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. โ€ข Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. โ€ข May perform other duties as required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Experience in data analytics or related area is desirable. Experience in managing and providing substantive and administrative support to senior officials is desirable. Experience in supporting intergovernmental processes and negotiations is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
