Under the overall supervision of the Chief of Mission and direct supervision of the Head of Sub-Office; and, in collaboration with relevant units at Country Office, the successful candidate will be responsible for managing, coordinating and overseeing the activities of the IOM Programme Team in the Krakรณw sub-office.ย
- Independently lead and coordinate the implementation of the project; monitor implementation of the activitiesย to ensure work is proceeding according to established plans; analyse implementation difficulties andย make recommendations for adjusting implementation modalities and work plans to best reflect changing environment in the field.ย
- Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
- Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.
- Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
- Plan, coordinate and conduct capacity building workshops for relevant internal and external parties. ย
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.ย
- Coordinate the preparation of narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.ย
- Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
- Supervise and provide guidance and training to reporting staff.ย
- Identify priority areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and segments for new project proposals.
- Coordinate adequate information management on project related activities including visibility by providing regular updates, summaries, and other relevant materials, in coordination with the relevant Units at IOM Country Office.
- Support monitoring and compliance with project partners, project staff and implementing entities.
- Perform other related duties as assigned.
EDUCATION
- School diploma with seven years of relevant experience; or,
- Bachelorโs degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with fiveย years of relevant professional experience.
- Masterโs degree in the above-mentioned fields will be an advantage.
EXPERIENCE
- Experience in project development and management as well as programme quality control;
- Experience in programme conceptualization, development, monitoring, reporting and evaluation;
- Experience in project development and capacity-building activities
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;ย
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting.ย
SKILLS
- Knowledge of UN and bilateral donor programming.
- Proven budget management and project management skills.
- Excellent leadership, coordination, and information management skills.
- Strong communication, organizational and interpersonal relationship skills.
- Familiarity with IOM and familiarity with the Ukraine crisis response is an added advantage.
- Good knowledge of the UN System, NGOs and other international organizations/institutions.
- Strong conceptualization, analytical and writing skills.
- Ability to meet deadlines and work under pressure with minimum supervision.
- Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.
