The Senior Program Officer will work as a member of FHI 360โ€™s Middle East and North Africa, Eastern Europe and Latin America and Caribbean (MENA-EE-LAC) Regional Office. The MENA-EE-LAC Regional Office provides a country-centered approach to its partner countries by utilizing an expanded team of enterprise services establishing both the operating platform and shared services that support project implementation. The team is comprised of experts who provide programmatic, financial, human resource, information technology and contractual strategic leadership in the geographic area of intervention. The Regional Office is responsible for strategic planning at the country level, is accountable for bilateral programs and manages the platform for global programs in our countries.

The Senior Program Officer position will support FHI 360's bilateral projects in the Latin America and Caribbean region as well as the platform for other activities implemented by FHI 360 in this region. The ideal candidate is an experienced USAID project/contracts manager. They must have professional fluency (reading, writing, speaking) in Spanish.

Job Summary:

The Senior Program Officer will provide operational, managerial, administrative assistance and support to FHI 360's in-country programs to both monitor and support projects in meeting FHI 360's standards for program management. The Senior Program Officer will provide this support in coordination with FHI 360's in-country project teams and Home Office/corporate departments such as Contracts Management, Procurement, Legal, HR, Billing and Finance. Primary functions will include reviewing and processing sub-award and procurement actions; tracking and reviewing key program deliverables (work plans, reports, etc.); leading and/or supporting operational start-up and close-out tasks; ensuring compliance with FHI 360 and donor regulations; liaising with partners, subawardees, clients and other stakeholders; reviewing budgets; and preparing or reviewing presentations and other related program deliverables for internal or external dissemination. Supports business development activities for the Latin America and Caribbean region.

Accountabilities:

  • Supports program/project to provide high quality deliverables to clients. Monitors integrity of project implementation and deliverables.

  • Tracks operational and program management functions and tasks to ensure on-time, quality completion and client satisfaction.

  • Serves as a resource for and/or guides or trains staff on FHI 360 and donor systems, policies, and regulations.

  • Provides ad-hoc and surge support to in-country teams across multiple functions such as procurement, subaward management, reporting, work planning, travel, activity implementation, etc.

  • Liaises between in-country teams and other Home Office/corporate departments to improve efficiencies, share information and troubleshoot.

  • Develops, reviews, and/or translates (English/Spanish) documents, reports, briefing papers, press releases, and presentations as necessary for programs.

  • Assists in documenting and sharing project accomplishments, challenges, and lessons learned among internal and external partners.

  • Participates in activities in support of FHI 360 strategy and business development activities in the Latin America and Caribbean region. This includes participation on proposal development teams and may involve tasks such as developing staffing and management plans, budget preparation and review, partnership strategy and negotiation, drafting capability statements and past performance references, and serving as a project/country resource for proposal teams.

  • Represents FHI 360 in matters pertaining to the execution of the program.
