Position Overview

Pact seeks a Senor Program Manager for the anticipated USAID Access Miahy activity. USAID Access Miahy's goal is to accelerate sustainable reductions in maternal, neonatal and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services. USAID Access Miahy will continue building the capacity of Ministry of Public Health (MOPH) actors and other relevant stakeholders at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.

USAID Access Miahy is anticipated to be a $50-$99M cooperative agreement; the anticipated release date is August 16, 2024, with an anticipated award date of October 31, 2024.

This position is anticipated to be based in Antananarivo, Madagascar.

The Senior Program Manager (SPM) will be the overall lead for implementation teams at Province and lower levels. The SPM will be based in the Antananarivo office, overseeing provincial managers and, indirectly, district coordinators. The position will also be responsible for coordinating a team of technical and management/programs implementation staff to develop and oversee annual workplans, targets, and budgets for specific USAID Access Miahy activities. The SPM will also actively engage external stakeholders especially Government of Madagascar representatives from Ministry of Public Health and other relevant government bodies; other relevant US government implementing partners; and various technical consultants from national and sub-national levels in planning, implementing, and monitoring program activities. This position will ensure ongoing comprehensive province and district level oversight and ensure that the province and district level implementation by project teams have effective and efficient inputs and insights into USG, Government of Madagascar, and project deliberations. Other activities include organizing relevant process and procedures, and process-related training to all staff including direct service delivery staff and community volunteers.

Accountable for timely program implementation according to the workplan and budget, identifying proactive solutions to challenges, and achieving quarterly and annual targets.Prepare required qualitative and quantitative reports and presentations for Ministry of Public Health (MOPH) and USAID, with DCOP or COP review.Conduct regular supportive visits to provide onโ€“site support and ensure corrective feedback in selected areas. Provide matrix management supervision to the Technical Advisor focused on the Capacity Strengthening. This includes support for developing their workplan in line with the workplan and reviewing and approving their deliverables against Pact standards of quality (e.g., standard operating procedures, finalized curricula packages, job aids, etc.).Ensure that Pact has the necessary human resources for project implementation, including sourcing external consultants, working with existing sub-awardees, and identifying new sub-awardees as required.Monitor performance and deliverables of partner organizations and consultants.Productively partner and collaborate internally with other Pact departments, including program, technical, grants, finance, administration and procurement to ensure that portfolio-wide support is given.

Program Representation:

In coordination with the Chief of Party, other Key Personnel, and Provincial Managers, develop and maintain relationships with government offices at national and sub-national level related to project activities.Represent Pact at project meetings and proactively ensure coordination with other U.S. government implementing partners and external stakeholders.

Primary Health Care Activity Development

Develop and maintain an expert-level understanding of MOPH strategies and guidelines for facility and community-level primary health care, especially for RMNCH, malaria, and nutrition.Collaborate with the Deputy Chief of Party/Technical Director, Technical Advisors, and other project technical team members and MOPH partners to design project activities.

Basic Requirements

Masterโ€™s degree and 6+ years of relevant experience or Bachelorโ€™s degree and 8+ years relevant experience or equivalent combination of education and experience. Requisite years of experience should include a minimum of 4 years of technical management experience on USAID-funded project (strong preference for health projects).Familiarity with USAIDโ€™s administrative, management and reporting procedures and systems and knowledge of USG Rules and Regulations. Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, Malagasy counterparts and representatives from other key stakeholders and partners.Proven technical program management skills, including relevant experience in coaching and direct supervision of professional staff.Proven ability to produce professional quality English-language documents such as progress reports, case studies, and research protocols.Problem solving skills; Strong Communication skills โ€“ oral and written; Planning and prioritization skills, including budget review and activity modificationFull professional proficiency in English, Malagasy, and French. Preferred Qualifications

Health professions degree and clinical experience. Documented presentation and analytic skills, particularly in adaptive management.
