EpiC Lesotho Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will continue to build upon the successes of the LINKAGES and EpiC program achievements in Lesotho to expand HIV case finding in the community, optimize treatment initiation and support treatment continuity and accelerate scale up of PreP among Key Populations (KP) with new strategies including large numbers of priority populations (PP) associated in and around KP communities and gathering spaces. The program will continue to strengthen the capacity of local KP partners to deliver services to Key Populations (men who have sex with men, female sex workers, transgender people, people who inject drugs and inmates) in two districts, Maseru and Leribe in Lesotho, and expand priority population services.

Job Description:

Under the supervision of the Organizational Development (OD) Manager, the Senior OD Officer will be responsible for the day-to day program coordination, implementation and operational support for organizational capacity strengthening activities for Civil Society organizations (CSOs). This initiative is funded by the United States Agency for International Development (USAID) and the Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR), as part of the Lesotho Local Partner Technical Assistance Project managed by FHI 360 EpiC program. The Project Officer will support personnel working within CSOs to strengthen their organizational capacity. This support will be tailored to each CSO, based on the identified gaps.

  • Support the design, adaptation, and review of existing organizational capacity assessment tools aimed at identifying capacity gaps for the CSOs.
  • Provides input in the designing of OD project activities/interventions that focuses on improving organizational systems for CSOs.
  • Conduct capacity development assessments, to identify gaps and assist in the design and implementation of measures to address those needs through training and provision of mentoring for CSOs.
  • Develop OD capacity strengthening strategies and plans to support identified needs.
  • Contribute to the review of standardized OD training materials, job aids, and curricula, supervisory systems and other training materials needed to develop the capacity of CSOs.
  • Ensure implementation and tracking of the outcomes of all TA provided. This will include, but not be limited to, pre and post-training questionnaires, evaluations, reviews and reporting.
  • Work with facilitators in the planning, coordination and roll-out of all OD capacity strengthening initiatives aimed at strengthening organizational development skills and knowledge of CSOs.
  • Coordinate organizational development reviews, and the documentation and dissemination of best practices and lessons learned, to inform decisions and foster learning and innovations.
  • Conduct mentoring and coaching activities for key personnel/trained personnel responsible for the implementation of recommended organizational systems at CSOs level.
  • Participate in consultation meetings with key stakeholders.
  • Provide regular project updates to USAID and other key stakeholders in Lesotho on successes/achievements, challenges and lessons learned in the implementation of the project.
  • Coordinate and plan for OD capacity assessment activities aimed at identifying gaps for CSOs.
  • Coordinate trainers, training operations and course calendar for OD trainings.
  • Manage filling, storage and tracking of hardcopy and electronic training content and support templates for OD activities.
  • Assist in tracking work plan activities and deliverables, keeping managers updated on program progress each week and month.
  • Undertake other duties as assigned by management.

    Required Qualifications, Experience/Skills:

    • Bachelorโ€™s Degree or its International Equivalent in Social Sciences, Organizational development, Human Development, or Related Field.
    • At least five (5) yearsโ€™ program support experience in the administration, coordination, management, implementation and monitoring of capacity strengthening of NGOs.
    • Experience with donor-funded projects, particularly USAID and/or PEPFAR.
    • Strong professional acumen and judgment.
    • Experience in building the capacity of staff and sub-awardees.
    • Familiarity with Lesotho HIV/AIDS/public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs).
    • Experience in written and spoken English communication, including excellent presentation, training, report writing skills.
    • Ability to manage work independently, set realistic priorities, and plan for the successful implementation of activities.
    • Collaboration and interpersonal skills and willingness to undertake additional responsibilities as necessary, and ability to work under pressure and meet tight deadlines.
    • Well-developed computer skills.
    • Capacity to and willingness to work with the CHAL, traditional and civic structures.

      The position will ideally be based in Maseru, Lesotho and work out of the FHI 360 office. Preference is for Lesotho nationals.
