Position Title: Senior Officer, Uzbekistan Duty Station: Tashkent, Uzbekistan Grade: X9 Salary scale: International Starting date: December 1, 2025 Contract Duration: 36 months
POSITION SUMMARY
The Senior Officer will be leading and supporting ongoing and potential green and climate initiatives in Uzbekistan and will lead the engagement of key national and international stakeholders (public sector and government counterparts, other international organizations, donors, private entities, etc.).
Among others, the Senior Officer will be responsible for the initiation and delivery of at least two projects related to Article 6 readiness and implementation and be engaged in a new initiative in the energy sector:
Project Design for Article 6 Mitigation Activity of High-Speed Railway in Uzbekistan (2025-2026) Enhancing Uzbekistan's Paris Agreement Implementation and Supporting for Cooperative Action with Republic of Korea under Article 6 (2026-2030) Clean Hydrogen for Uzbekistan (2025-2026)The first two projects aim to support the Government of Uzbekistan to accelerate its green transition of the economy by enhancing its institutional capacity to engage in international carbon markets and building project pipeline. Thus, the position holder is expected to have solid understanding of rules and procedures as well as potential implementation modalities for operationalizing Article 6 projects, especially under bilateral cooperation mechanism. Sectoral expertise in key green areas such as energy, transport, waste, and agriculture will be beneficial for developing a pipeline of mitigation activities.
In addition, the position holder is expected to actively explore new project opportunities in Uzbekistan and lead resource mobilization activities in diverse sectors such as green energy, energy efficiency, circular economy, green industry, climate technology in close collaboration with national staff and relevant team in GGGI HQ and the Asian region.
Other responsibilities include guiding junior staff in their role to manage ongoing projects, providing technical inputs where necessary, cultivating partnership with national and regional entities, and engage in regional initiatives amongst others.
PURPOSE
The Senior Officer is expected to lead the design and implementation of carbon pricing and Article 6 related projects and climate finance programs in Uzbekistan, ensuring alignment with national development priorities and GGGI's strategic goals. The role includes strategic leadership, project development/management, stakeholder engagement, and technical advisory across GGGIโs Uzbekistan and Central Asia portfolio.
Key responsibilities:
Lead the planning and implementation of โProject Design for Article 6 Mitigation Activity of High-Speed Railway in Uzbekistanโ to be funded by Korea Green New Deal Trust Fund (KGNDF), in close communication with national and international partners. Drive the detailed design and preparation of a new initiative โEnhancing Uzbekistan's Paris Agreement Implementation and Supporting for Cooperative Action with Republic of Korea under Article 6โ to be funded by KOICA, in close cooperation with national and international partners as well as the donor. Design and support climate and green finance initiatives for Uzbekistan in partnership with the Ministry of Economy and Finance, local banks, and relevant public and private entities as well as investment officers in HQ. Support the implementation of โClean Hydrogen for Uzbekistanโ, including development of investment concepts and identification of potential financiers. Provide technical inputs and oversight to ongoing green growth projects in Uzbekistan. Develop project concepts and proposals under the GGGI Uzbekistan Country Planning Framework 2024-2028. Design project concepts for regional programs in Central Asia in consultation with national/regional/international stakeholders.
ENGAGEMENT
To ensure success, the Senior Officer must work collaboratively and proactively with a broad range of stakeholders inside and outside of GGGI. S/he is expected to:
Cultivate and maintain strategic partnerships with government agencies, development partners, donors, and private sector entities to ensure alignment, ownership, and successful implementation of projects. Serve as focal point for engagement with GGGI HQ and regional teams, particularly in green finance, climate action, and Article 6 cooperation. Represent GGGI Uzbekistan in national and international forums, policy dialogues, and high-level events to promote sustainable and low-carbon development. Facilitate knowledge exchange across GGGI through participation in technical working groups and internal learning programs. Contribute to the development of sub-regional programs in Central Asia by engaging with counterparts across countries.
DELIVERY
The Senior Officer is accountable for delivering high-impact, results-oriented programs aligned with GGGIโs standards and country priorities.
Lead project execution consistent with the project objectives engaging national counterparts and building reputation for quality design and reliable delivery. Adapt project cycle and enhance project implementation process to ensure project outcomes are delivered as planned. Ensure successful completion of the project deliverables detailed in the Project Agreement. Provide successful team management, ensuring GGGIโs core values are integrated into the team and that staff wellbeing is ensured. Monitor project performance, address risks proactively, and provide actionable recommendations for improvement. Prepare high-quality reports, policy briefs, and financial updates for stakeholders, ensuring transparency and accountability. Ensure all projects comply with GGGIโs safeguards, including GEDSI (Gender Equality, Disability and Social Inclusion) and environmental standards. Provide strategic guidance for other GGGI projects, ensuring alignment with the organizationโs regional and global strategies. Support organizational growth through the development of concept notes and funding proposals. Perform additional duties as assigned by the Country Representative.
REQUIREMENTS
QUALIFICATIONS
Advanced university degree (Masterโs or equivalent) in one of the following fields: Economics, Finance, Carbon Finance, Climate Finance, Environmental Management, Climate Change, International Development, Public Policy, Project Management, or another relevant discipline. Minimum of 7โ9 years of relevant professional experience, including at least 2 years of international experience (outside of the candidateโs home country). Experience working in developing countries is strongly preferred. Proven knowledge and hands-on experience in carbon pricing mechanisms and Article 6 of the Paris Agreement. Strong understanding of climate finance, green investment, and low-carbon development strategies. Demonstrated ability to engage with government agencies, development institutions, and private sector stakeholders for policy formulation and investment mobilization. Strong track record in leading and managing multidisciplinary teams in diverse, cross-cultural settings. Demonstrated project management excellence, including work planning, budgeting, and result tracking. Project management certifications such as PMP, CDPM, or other globally recognized credentials are an asset. Experience in drafting funding proposals, concept notes, and investment documents for donors and financial institutions. Familiarity with key global trends and initiatives in climate change, climate finance, carbon markets, and green growth. Excellent verbal and written communication skills in English. Proficiency in Russian and/or Uzbek is a significant asset.

The Senior Officer Uzbekistan is an X9 international level in GGGIโs international salary scale. The salary range for the position starts at USD 77,904 per annum, depending on qualifications, experience and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance - equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
