Purpose of Job

The Senior Officer supports the Board and Institutional Affairs (BIA) team within the Office of the Secretary General (OSG) on matters relating to the work of the Board of Directors.

In particular, the Senior Officer supports three Principal Committee Secretaries, and an Associate on the daily administration, logistics and management of 150+ Board-related meetings each year (including Board Committees, Information Sessions and Workshops).

The Senior Officer may also be assigned to help with other tasks as required and depending on interests.

The key skills required for the role are: attention to detail; the ability to keep track of multiple competing priorities; the ability to directly liaise with senior managers across the Bank; the ability to spot efficiencies and suggest continual improvements across the team.

Background

OSG acts as the liaison between the Bankโ€™s Management and the Board of Directors to ensure the Bankโ€™s key governance functions operate effectively and to facilitate the formal decision-making processes of the EBRD, amongst other functions. OSG also managed the relationship with the Board of Governors.

The BIA team sits within OSG and delivers the Corporate Secretariat function to the Board of Directors. The resident Board comprises 23 Directors who are elected by the Board of Governors, and represent one or more countries in a Constituency Office. As well as a Director, each Constituency Office also includes an Alternate Director and Board Assistant; many also have Advisers.

Key internal and external networks for the BIA team include the President and the Presidentโ€™s office, members of senior management, Board Directors, and the Bankโ€™s shareholders (the Board of Governors). The Senior Officer will particularly interact with BIA colleagues and colleagues at all levels across the Bank to prepare the work of the Board Committees and other Board-related meetings.

Accountabilities & Responsibilities

The Senior Officer may have the following accountabilities and responsibilities:

  • Proactively contributing to the organisation and smooth running of an intense and dynamic work programme of 150+ governance meetings (each involving between 50-100+ participants). In particular, this role supports the Committee Secretaries of the Audit and Risk Committee, Budget and Administrative Affairs Committee & Financial and Operations Policies Committee and supports the delivery of Board Information Sessions and Workshops.
  • Key tasks will include ensuring teams across the Bank are aware of the steps they must take before presenting at a Board Committee (including that documents and attendance lists are submitted on time), preparing templates for agendas and minutes (using the proper grammar, punctuation and style), and liaising with the Event Management team that sits within OSG to ensure the meeting will run smoothly.
  • Demonstrating awareness of key future issues to be discussed on the Committee work programmes, which issues are connected, and staying abreast of a dynamic and complex meeting schedule.
  • Liaising directly with senior managers across the Bank, and Board Directors, in support of meeting preparation.
  • Tracking and analysing relevant metrics relating to Committee meetings as required.
  • Conducting examination of the BIA Intranet page to make sure it is correct and easily accessible.
  • Acting as the BIA ICT coordinator, to ensure new joiners have the correct access.

    The responsibilities of the Senior Officer are designed to allow the position holder to progressively undertake more complex tasks and build the scope of their responsibilities. For example, they may also be assigned to help other team members on specific OSG or corporate governance related tasks, including tasks relating to the Induction of new Directors, meetings of the newly formed Diversity and Inclusion Working Group, or meetings of the Board of Directors.

    Knowledge, Skills, Experience & Qualifications

    • Fluent English, with excellent written and oral communication skills.
    • Excellent attention to detail and an eye for accuracy.
    • Diplomacy, tact and an excellent team player.
    • Strong organisational, administrative and analytical skills with the ability to manage competing priorities and simultaneous projects involving a wide range of stakeholders.
    • Ability to exercise judgement and handle confidential and sensitive information.
    • Proactive and self-motivated.
      • Computer literate; proficient with Microsoft Teams, Outlook, Word, Excel and PowerPoint.
      • Proven ability to draft business correspondence and manage complex work programmes.
      • Knowledge of the EBRD, particularly relating to the work of the Board of Directors, would be useful.
