Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Reporting Lines

Under the supervision of the Chief, Legal Services Section, to:

Duties and Responsibilities

Prepare legal briefs on procedural or substantive matters pending in the Preparatory Commission or its subsidiary bodies, including public international law questions as these affect the Preparatory Commission, in particular with respect to the CTBT and the Text on the Establishment of the Preparatory Commission; Review and provide legal advice on the development, interpretation and application of staff regulations and rules and administrative issuances, including with respect to the operation and jurisprudence of the Administrative Tribunal of the International Labour Organization; Review and provide legal advice on the development, interpretation or application of financial regulations and rules, including procurement issues and administrative issuances, and on the drafting, negotiation and interpretation of commercial contracts; Provide legal advice on, and input into the drafting and negotiation of, agreements with States Signatories and other international organizations; Provide legal advice for use in dispute settlement proceedings, including submissions in appeals of administrative decisions; Represent the Section in meetings and internal bodies and task forces; Perform other duties as assigned.

Education

Advanced university degree in international law or a related field of law;

Work Experience and Qualifications

At least seven (7) years relevant working experience in the legal field gained in a legal department of an intergovernmental organization, national administration or law firm, two years of which should have been in an international setting; Strong analytical skills and ability to interpret rules, policies and procedures are essential; Proven experience in preparing legal drafts in an accurate manner is essential; Thoroughness and excellent attention to detail is essential; Demonstrated ability to show political sensitivity, tact and excellent judgement is essential; Ability to communicate effectively in a multicultural environment is essential; Ability to work effectively in a team while interacting constructively with diverse stakeholders is essential; Ability to prioritize, plan and organize work independently and accurately to deadlines, and consistently with the strategic goals of the Section; Knowledge of rules and procedures in other international organizations is desirable; Eligibility for admission to the practice of law in a national jurisdiction is desirable;

Languages

Excellent written and oral communication skills in English are essential; Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
