ย Context
Under the overall supervision of Head of Resources Management and the direct supervision of the Resources Management Officer (Grants & Compliance), and in close coordination with relevant Units at Country Office, the Senior Grants & Compliance Associate will be responsible and accountable for supporting institutional compliance with IOM rules, regulations and policies. This will be achieved through regular cross-functional reporting on compliance-related issues of concern, addressing recommendations made in external and internal audits, and other internal and external Organization-wide reviews. The role will help to coordinate and contribute to the implementation of grant policies and procedures in compliance with established accounting standards, IOMโs and donorsโ rules and regulations, and legal requirements to support high-quality programme implementation.ย
- Provide support for due diligence and assessments of potential or current implementing partners by offering inputs, relevant documentation, and guidance to the mission.
- Assist the Grants and Compliance Officer in maintaining and monitoring the grants tracking matrix, and in preparing detailed grants reports.
- Assist in reviewing and assessing implementing partnersโ proposals, work plans, and budgets to ensure alignment with the intended scope and targets, and to confirm cost efficiency.
- Collaborate closely with the Supply Chain Unit and the Legal Department at the Regional Office to develop implementing partner agreements, ensuring they align with standard templates and regulations, and accurately reflect timelines, deliverables, and payment schedules
- Monitor the deliverable schedules of implementing partners and IOMโs payment timelines to them and follow up to maintain compliance with established deadlines.
- Contribute to the preparation and validation of legal responses to external audits, verifications, and assessments related, and maintain a comprehensive repository of legal documentation to support future verifications and reporting needs.
- Contribute to the review of external audit reports and due diligence exercises related to implementing partnerships, andโwhen requiredโin coordination with relevant units at the Country Office, ensure the institutional response is validated by the supervisor.
- Provide strategic and operational support in managing and overseeing the legal components of IOM Afghanistanโs projects. This includes coordinating with the Legal Department and relevant units to ensure that all agreements, data sharing protocols, and compliance frameworks are aligned with IOMโs legal standards and donor requirements.
- Contribute to the preparation of analytical memos and targeted research to support on migration and border management issues in Afghanistan. This includes gathering and synthesizing data on national legislation, policy frameworks, and operational constraints affecting cross-border movements, returnee processing, and undocumented migration.
