ย The East Asia and Pacific Region (EAP) Regional Infrastructure Department (IEADR)ย 
The EAP region serves 22 client countries with a total population of about 2 billion. Clients range from large IBRD countries such as China, Indonesia, Vietnam and the Philippines; to smaller IDA countries (or IDA/IBRD blend countries) such as Cambodia, Laos, Mongolia, several Pacific Island states, Papua New Guinea and Timor-Leste. The EAP region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. EAP has made spectacular progress towards achieving the WBGโ€™s twin goals, eliminating extreme poverty and boosting shared prosperity โ€“ extreme poverty declined faster than any other region and the income of the bottom 40 percent increased substantially. Such a rapid transformation has made EAP one of the most dynamic regions in the world. However, it also faces Significant challenges such as managing the largest rural-to-urban population shift in human history, coping with rising inequality, addressing large infrastructure gaps, dealing with climate change, and building human capital.ย 
The EAP Infrastructure Department (IEADR) is responsible for project lending and policy advisory work in the energy, transport and urban development and related climate action and private capital mobilization space for the EAP Region. The department presently comprises an energy and extractives unit (IEAE1), a transport unit (IEAT1) and two urban units (IEAU1 & IEAU2).ย

The EAP Energy Unit (IEAE1) supports clients in the region in addressing diverse energy sector challenges, including sector reform, utility efficiency and restructuring, renewable energy, energy efficiency, energy access, and regional integration. In particular, since the region represents a substantial portion of global greenhouse gas emissions and coal consumption, the engagement focuses on expanding access to clean and modern energy services, facilitating energy transition and cross-border power trade in the region while meeting rising energy demand to sustain economic development.

Energy Competencies
Duties and Accountabilitiesย 
The EAP Energy Unit (IEAE1) is seeking to recruit a Senior Energy Specialist to be based in Singapore. The successful candidate will report to the Practice Manager of IEAE1, who is based in Singapore, and work alongside a group of professionals based in Washington, DC and throughout the region. The selected candidate will carry out policy dialogue and manage the Bankโ€™s ongoing lending portfolio and analytical programs for China work program as well as cross-support the Philippines and Malaysia energy program in the EAP region to help facilitate energy transition and address global public goods, and. The specific duties include:
โ€ข Lead or contribute to policy dialogue and advisory work. Be part of the strategic engagement with the authorities and stakeholders at national and provincial level, which covers energy transition and Just Transition, power sector and market reforms, renewable energy integration, inter-provincial power trade, industrial decarbonization, building sector decarbonization including heating/cooling, heating sector reforms, energy efficiency, and green fuels for hard-to-abate sectors.โ€ข Lead or contribute to analytical/advisory work to inform strategic engagement, policy dialogue, and business development, in coordination with internal and external energy sector stakeholders.โ€ข Contribute to business development and preparation of lending operations in the energy sector with the aim of facilitating energy transition and sector reforms in line with climate commitment to carbon peaking before 2030 and carbon neutrality before 2060, the Bankโ€™s Country Partnership Framework and Country Climate and Development Report.โ€ข Lead and/or contribute to implementation support for energy operations with the aim to enhance quality in portfolio management, accelerate implementation progress and disbursement, and deliver results and impacts.โ€ข Forge strong partnerships with organizations including bilateral and regional development partners and other IFIs and with local and international experts to ensure close coordination in supporting energy transition.โ€ข Contribute to the dissemination of our activities, within the WBG and in external events. Provide inputs to operational products/outputs for sector and country briefings, core Bank products including the Country Partnership Framework and Economic Update, other GPโ€™s analytical and advisory reports, etc.โ€ข Lead teams and provide guidance and mentoring to junior staff on operational, policy dialogue and analytical activities.โ€ข Potentially cross-support the energy sector engagement in other countries in the region.

โ€ข Advanced degree in engineering, energy planning/economics, finance/business administration, or equivalent areas relevant for energy sector development.โ€ข At least 8 years of combined work experience in the energy sector, with the World Bank, and/or other international institutions, companies, government agencies, energy sector utilities, with demonstrated track record of successful engagement with complex projects.โ€ข Demonstrated solid understanding of energy policies, technologies, strategies, and reform agenda needed to facilitate energy transition, particularly in the context of sophisticated IBRD countries.โ€ข Excellent leadership, interpersonal and communication skills and proven track record of effective team work, communication, including on difficult issues, and building strong partnerships with clients and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries.โ€ข Demonstrated ability to communicate with senior authorities on complex energy policy issues, including integration of energy sectoral solutions into the broader economic framework.โ€ข Demonstrated active listening skills and the ability to influence the audience (such as counterparts in government, international partner organizations, academia, and Bank colleagues, senior staff and managers).โ€ข Excellent oral and written communication skills, including an ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with clients.โ€ข Demonstrated records in teamwork and inclusion to support collaboration and working across boundaries, and ensuring diverse talent and capability is mobilized across sectors.โ€ข Ability to work independently, taking initiative, and flexibility in quickly adjusting to changing work program requirements.โ€ข Demonstrated track record in carrying out high quality and timely analytical reports and activities would be advantageous
