Infrastructure Vice Presidency
Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack internet access. ย Access to basic infrastructure services is critical for creating economic opportunities for the poor. ย The Infrastructure (INF) Vice Presidency within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. ย It currently consists of four global departments: Energy & Extractives (EEX); Transport (TRA); Urban, Resilience and Land (URL), and Global Infrastructure Finance Department. ย It oversees the Bank's work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. ย Infrastructure represents around $110 billion of the Bankโs portfolio. ย For more information: https://www.worldbank.org/en/topic/infrastructure
The Energy Sector Management Assistance Program (ESMAP) is a donor-funded global knowledge and technical assistance program, administered by the World Bank. It provides analytical and advisory services to low- and middle-income countries to increase their know-how and institutional capacity to achieve environmentally sustainable energy solutions for poverty reduction and economic growth.
ESMAP provides a combination of self-managed analytical work in order to further scale up the energy access and transition agendas, as well as grants to regional operational units that support regional and country-specific analyses and capacity building, and operational support for country-specific projects in the six Bank regions.
Job Duties and Responsibilities:
The energy specialist is expected to undertake specific activities related to clean energy and sustainable growth as follows:
โข Develop and deploy solutions for accelerated deployment of clean hydrogen and sustainable industrial growth
โข Conduct research, supervise analysis, and provide written input to knowledge products and World Bank global knowledge programs
โข Identify and promote global best practice on regulatory and policy reforms focused on enabling the environment to boost public and private investments.
โข Strengthen collaboration and facilitate access to technical and financial assistance for hydrogen and industrial decarbonization activities, including World Bankโs Hydrogen for Development Partnership and the 10 GW Lighthouse Initiative.
โข Contribute to analytical work regarding government support schemes and public infrastructure needs for clean fuels and sustainable growth.
โข Support the regional teams in the analytical work how to develop and implement financial and contractual solutions and suitable regulatory frameworks that enhance private sector participation.
โข The specialist will support the tracking and monitoring of analytical work delivery and grants for the industrial decarbonization and clean hydrogen teams.
โข Participate in operational missions, aiding in preparation, coordination, and documentation, and provide cross-support to World Bank country teams.
โข Provide analytical content and assist in drafting of WB documentation, such as Aide-Memoires, Implementation Status Reports (ISRs), Concept Notes, and Appraisal Documents.
โข Prepare and conduct high-level workshops and meetings to enable clean energy and sustainable growth projects in developing countries.
โข Promote knowledge exchange across internal teams and with leading external institutions.
โข Strengthen the World Bank international network of relevant stakeholders for quality enhancement and impact of Bank-supported programs.
โข Contribute to the internal WBG partnership with IFC and MIGA.
โข Actively support communications, events, and awareness-raising activities, including occasional articles for publication.
He or she would report to the Practice Manager of IEEES and work alongside a group of professionals based in Washington DC, and colleagues globally, and work in close cooperation with the industry and hydrogen leads.
Selection Criteria
โข Advanced degree (master's level or higher) in economics, legal studies, or related discipline.
โข A minimum of 5 years of full-time relevant professional experience advising governments in developing countries on policy and regulatory reforms to enable private sector investments in the energy, hydrogen production and consumption, and industrial sectors.
โข Experience working on World Bankโs and other International Financial Institutionsโ (IFIs) lending and non-lending operations is required. Proven track record in structuring lending operations for the energy sector, particularly on hydrogen production, consumption and enabling infrastructure.
โข Seasoned knowledge of World Bank operational processes and their deployment, as well as a thorough understanding of the work unit's strategy, objectives, and work program.
โข In-country experience and excellent knowledge of contractual, regulatory and legal aspects of renewable energy, hydrogen production and consumption, and industrial decarbonization projects in developing countries.
โข Excellent written communication skills in English, French and Spanish for preparing articles, presentations, and web materials. Knowledge and skills in office software, including Excel, Word, PowerPoint, and SAP (desirable).
โข A hands-on and action-oriented approach, proactive problem-solving style, and an ability to operate under time pressure.
โข Ability to work independently and collaboratively in a multi-cultural environment.
โข Proven effective communication skills and outreach capabilities.
โข Interest in contributing to the World Bank Group's mission to end extreme poverty and boost shared prosperity.
