PROJECT OVERVIEW:

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State, running from 2019 to 2027. In the Philippines, EpiC has two workplans, each with its own technical scope and budget: one focused on achieving HIV epidemic control and one on strengthening global health security (GHS). The role outlined in this job description supports both EpiCโ€™s HIV and GHS workplans.

The EpiC Project aims to improve HIV case finding, treatment enrollment, and viral load (VL) suppression among at-risk populations and strengthen national, subnational, and local capacities in the Philippines to prepare for and respond to infectious disease outbreaks and pandemic threats:

  • EpiC HIV provides strategic assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming, and VL suppression among at-risk and priority populations.

  • EpiC GHS aims to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and other international and national frameworks and plans.

    JOB SUMMARY:

    The Senior Communications Specialist will lead the design, implementation, and evaluation of integrated communication strategies that advance HIV programming and GHS priorities. This role will promote HIV testing, treatment adherence, and prevention among at-risk populations while strengthening evidence-based public health messaging and community engagement for preparedness and response to emerging and re-emerging infectious disease outbreaks. Working closely with the Department of Health (DOH), other national government agencies, local government units (LGUs), donors, the media, and community partners, the Senior Communications Specialist will ensure all communication activities are evidence-based, culturally appropriate, and aligned with national, local, and donor frameworks.

    The Senior Communications Specialist will oversee the creation of IEC materials, digital and social media content, press releases, and multimedia resources. He or she will manage digital platforms and maintain media relationships to ensure accurate coverage of HIV and outbreak issues. The Senior Communications Specialist will ensure compliance with donor and organizational branding guidelines. Additionally, the role involves capacity-building and technical support on communication best practices, monitoring and evaluating communication interventions, and documenting lessons learned, success stories, and results for donor reports and knowledge sharing.
