Organizational Context:
IOM's Mission in Viet Nam is based in Ha Noi with a sub-office in Ho Chi Minh City, and experienced and dedicated staff assisting the government and the people of Viet Nam in the field of migration. IOM first began operations in Viet Nam in 1987 and works under a Memorandum of Understanding with the Ministry of Foreign Affairs. IOM has close working relationships notably with the Ministry of Foreign Affairs, the Ministry of Labour, Invalids and Social Affairs (MoLISA), the Ministry of Public Security, the Ministry of Transport, the Ministry of Health, Ministry of Agriculture and Rural Development - MARD ย the Viet Nam Womenโs Union, and others, and has carried out numerous project activities throughout the country.
Working together with IOM's partner agencies on the United Nations (UN) Country Team in Viet Nam results in synergies and a greater development impact for the people. In this way, IOM plays an integral role in the One UN Initiative in Viet Nam, an initiative that owes its success to the strong leadership role taken by the Government of Viet Nam, a committed United Nations Country Team, and a supportive donor community. The goals of the One UN Initiative in Viet Nam include an enhanced relevance and coherence of the UN in Viet Nam, increased development and aid effectiveness, and ensuring efficiencies and cost savings.
Under the overall supervision of the Chief of Mission and direct supervision of the National Communications Officer, the Senior Communications Assistant will provide inputs and coordinate the execution and monitoring of the communications and social media strategy to promote IOM and its works, and to raise awareness of migration related issues such as human trafficking and human smuggling in Viet Nam. S/He will provide support for the IOM Viet Nam internal and external communications, and contribute to ensuring the quality and consistency of communications and social media presence of IOM in Viet Nam.ย
Contribute to the development and implementation of the Communications strategy and visibility plan of IOM Viet Nam.ย Provide specialized support to the National Communications Officer, senior officers and staff in IOM Viet Nam in the production and delivery of communications materials, social media content, services and the use of innovative tools to promote the activities of IOM Viet Nam and its diverse projects.ย Provide editorial and technical assistance in key aspects of media and communications, and undertake duty travel to support Viet Nam Mission visibility, the production of communications materials, and liaison with internal project counterparts.ย Produce and edit external content, including social media posts and articles, and support projects in drafting and publishing their briefing notes, stories, and audio- visual content, as well as contribute to the management of IOM Viet Namโs website.ย Support the National Communications Officer with relations with media and other stakesholders to promote the work of IOM and to better position the Organization as a point of refenrence for public information on migration.ย Support coordination and contribute to drafting messaging and background information to support IOMโs response to media, as well as ensuring internal and external messagesโ coherence on migration development and policy issues.ย Support the organization and management of outreach events and inititieves designed to raise IOMโs visibility in Viet Nam.Promote coordination, collaborative exchange and information sharing among all IOM staff on all aspects of communications and media knowledge.ย Support the National Communications Officer, when requested, in liaising and collaborating with communications and media countersparts within the UN in Viet Nam, governmental and non-governmental partner agencies, including the UN Communications Group, to develop and implement joint campaigns and visibility events.Perform any other duties as may be required.ย Education Bachelorโs degree in Comminications, Journalism, Political or Social Science, International Studies or another relevant field from an accredited institution with minimum of five years of relevant professions experience is required.ย Accredited Universities are those listed in theย UNESCO World Higher Education Database.ย Experience Experience in migration and counter-trafficking awareness raising campaign is a distinct advantage;Five years of experience in journalism and/or working with the media;Demontrate high competency as a writer, editor in English and Vietnamese;Strong communication, presentation and interpersonal skills as well as strong creative thinking;ย Knowledge of graphic design, web, social media and video production;Experience in dealing with diverse counterparts from government and UN agencies is desirableSkills Excellent computer skills - Word, Excel, Power Point, as well as experience in using Photoshop and Video editing tools;Ability to use own initiative and work under pressure with minimum supervision;Attention to detail and ability to organize; and,Self-motivated and objective driven.Languages For all applicants, fluency in โEnglish & Vietnameseโ is required (oral and written).ย ย Required Competenciesย IOMโs competency framework can be found atย this link.
