1. Objective of the assignmentย
The post is located in the Standards Section of the International Classifications and Standards Division. ย This Section is responsible for the feasibility study on the Global Assignment platform that aims to streamline the process of transferring intellectual property (IP) rights which are registered in multiple IP offices. This Section fosters collaborations among stakeholders and users in relation to IP data and documentation, and global IP information systems and services.
The main role of the Senior Business Analyst is to produce an IT feasibility study report for a future global assignment platform, which includes business requirement analysis for the global assignment. ย The Senior Business Analyst will analyze different regulations and practices of various jurisdictions in relation to transferring the ownership of IP rights around the globe and study business requirements for potential IT solutions facilitating IP right transfer in multiple jurisdictions. ย The Senior Business Analyst will also contribute to bringing the IP industry associations together to proactively engage this IT feasibility study initiative.ย
2.Deliverables/servicesย
The Senior Business Analyst will perform the following principal duties:ย
a. Research and survey regulations and practices of various IP offices in relation to IP right transfer, and interviews IP right owners and legal representatives to gather requirements.ย
b. Analyze the gathered requirements, and regulations and practices of around 15 IP offices, including the China National Intellectual Property Administration (CNIPA), the European Patent Office (EPO), the Japan Patent Office (JPO), the Korean Intellectual Property Office (KIPO) and the United States Patent and Trademark Office (USPTO), in relation to IP right transfer (patent, trademark and/or industrial design).ย
c. Prepare the business requirements for potential global assignment IT solutions and identify a set of minimum requirements and desirable requirements, considering:
ย the results of analysis of regulations and practices; and the use of global identifier to facilitate the assignment process worldwide.ยd. Research and analyze relevant existing IT solutions, including WIPOโs IT solutions.ย
e. Provide an IT feasibility study report on global assignment.ย
f. Perform other related duties as required.ย
3. Reporting ย
The Senior Business Analyst will report directly to the Head of the Standards Section. ย ย ย ย

4. Profile ย
a. Education
Essentialย
- Advanced university degree in law, engineering, information technology or other closely related fields. ย A first-level university degree plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.ย
Desirableย
- Certification in project management or data management.ย
b. Experience
Essentialย
- At least seven years of progressive professional experiences in the areas of intellectual property (IP), including experiences in representing IP applicants or IP right owners before national/regional IP offices for application filings, registrations, and assignments. ย
Desirableย
- Experience in an international environment, including the organization and coordination of technical discussions and meetings at international level.ย
- Experience in using online platforms that IP offices provide for filing, registrations and other office actions.ย
- Experience in coordinating discussions and communicating with various partners in different jurisdictions including IP industry association(s).ย

5. Duration of contract and paymentย
- The contract will be for the initial period of 12 months with the possibility of extension based on the Senior Business Analystโs performance and the availability of funding.ย
- Applicants are requested to provide an indication of their remuneration expectations of a daily rate in either Swiss francs, Euros, British Pounds or USD.ย
- Payment will be made on a monthly basis, upon submission of satisfactory progress reports and approval by the supervisor.ย

6. Other informationย
ICS providers fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The ICS provider has no entitlement to vacation or sick leave (except for WIPO official holidays), or to medical insurance or a staff pension.ย
