PSIโs Grants & Contracts Department (G&C) oversees award negotiation, compliance training, and establishment of award compliance standards for PSIโs donor/client-funded projects. G&C helps staff navigate regulatory complexities and the terms and conditions of their awards. We approach compliance holistically โ reinforcing the correlation between programmatic, financial, and donor/client requirements, providing support across the organization. We aim to work towards collaborative compliance solutions with PSIโs Global Network Members (NM), Global Operations, Legal Services, Global Fundraising, Finance, Procurement, and technical teams. Each project is different, and that is how we approach award compliance: a tailored compliance approach for each award.
PSI seeks a Senior Advisor I, Subaward Compliance that will provide expert-level compliance guidance to Network Member and project management teams, other PSI departments, external entities as required, and the G&C team in the areas of: preaward proposal development compliance support related to subaward selection; review and negotiation of subawards and modifications; donor/client regulatory compliance guidance; development of compliance guidance documents reinforcing donor/client requirements, reflecting best practices and subaward monitoring tools and templates; oversight of subaward approval requirements, and best practices and development of compliance tools and trainings.
 
What You'll Do
Award Administration: Review award terms and conditions of moderate to high complexity prior to subaward signature, provide expert advice during the subaward negotiation process, extract relevant requirements for Network Members and program management teams, and participate in project kick-off meetings. During Implementation - Support systems to track subaward terms and conditions and maintain permanent files including subaward documentation. Project closeout - Ensure staff understand the entire subaward cycle requirements and are ready for closeout. Maintain an up-to-date awareness of current and changing donor/client regulations, policies and procedures and provide responses to complex questions regarding these topics, with minimal to no assistance.
Expert-level Compliance Support: P Provide expert advice and guidance for Project Management Team and Network Member staff for projects in assigned portfolio, as well as serving as senior technical advisor to Grants &Contracts team. Liaise and collaborate closely with the Senior Managers, Senior Advisor, and Award Compliance Officer who focus on prime award compliance to ensure alignment of subagreements with prime award terms and conditions and to aid in identification of any areas requiring updating of existing tools; conduct regulatory research and develop guidance for Network Members and program management staff in response to questions related to allowability and approval requirements; proactively track and identify donor/client changes within the industry through resource sites, publications, and continuing education; act as the primary โcompliance go-to personโ for their portfolio of subawards; provide guidance and advice to Network Members, program management teams, other PSI departments, and G&C team on compliance issues and questions, in addition to other duties as assigned.
Provide leadership and support by approving processes and activities within the department, e.g. compliance monitoring, Standard Operating Procedures for subaward management and tracking systems.
Audit Preparation: Independently identify areas requiring updating of existing tools or development of new tools to be used by PSI Network Members and program management staff, including subaward templates, manuals, pre-award assessments, and monitoring tools. Conduct regular reviews of documentation for any subawards issued under their portfolio of awards in the Award Management System and S-Tracker to ensure audit readiness.
Serve as a technical expert for the G&C team in training and capacity building. Lead out in departmental trainings in terms of the development, organization, and presentation of training modules for subaward requirements.

What You'll Bring
Bachelor's Degree (or international equivalent) in a related field.
Masterโs Degree (or international equivalent) in a related field preferred.
At least 10 years of progressive experience in federal and/or private grants/contracts management. Equivalent combination of related education and experience may be substituted.
Ability to compose reports, presentations, memos, emails, and other written documents in an organized, logical, and concise manner. Ability to write well in English with attention to detail and correct grammar usage.
Excellent project management and organizational skills โ especially with time-sensitive work.
Expert knowledge of researching and interpreting rules and regulations for US government and other major development funders (e.g. The Global Fund, DfID, KfW, World Bank, UN Agencies, and foundations)
Demonstrated ability to proactively and independently identify potential compliance issues and suggest options, including development of tools or resources to, to address them
Capacity to clearly and effectively communicate technical concepts in non-technical terms to Network Members and project management teams, as well as other PSI departments.
Proficiency in MS Word and Excel.
Ability to collaborate and participate in teams with a can-do, positive attitude.
Knack for exercising discretion.
Fluency in French is required

Salary Ranges:*
PSI is committed to pay equity and transparency. We ensure pay meets the market within each country. This approach minimizes our impact on local talent markets and allows PSI to attract and retain employees, while staying cost-competitive.
Actual base salary compensation will be determined by factors such as a candidateโs qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range below would not be typical in order to allow for potential future salary growth.
PSI is offering the following gross annual salary ranges for this position, dependent on candidate location:
For Kenya (paid in Ksh): Ksh 5,400,000 (minimum) - Ksh 9,000,000 (midpoint) - Ksh 11,700,000 (maximum)*For applicants applying outside of the US: please note that those hired outside of the US will be employed through the local PSI office. Pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency. Details will be provided during interview process.
