Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections:

The Programme Development and International Cooperation Section (PDIC) provides support to the overall planning and coordination of the work of the Division including responsibility for and management of the Nuclear Security Fund, the evaluation of results, financial matters; and interaction with and reporting to donors. PDIC assists in the development and promotion of nuclear security through development of IAEA guidance in nuclear security, promotion of relevant international legal instruments and facilitating nuclear security working and advisory groups. The Section assists in capacity building in nuclear security for Member States, coordinating and advising on overall strategy, methodology and evaluation development for the Divisionโ€™s education and training programmes. It coordinates two collaborative Networks for nuclear security education and training, one for nuclear security academic and educational institutions (INSEN) and one for national Nuclear Security Support Centres (NSSCs).

Main Purpose

Reporting to the Director, the Section Head provides policy and strategy advice to the Director and other organizational units, manages the processes for the development and application of systems to plan, monitor progress and evaluate the effectiveness of programme implementation and to ensure that contributions are disbursed in accordance with any conditions placed upon them. She/he coordinates the development of programmatic policies and programmes affecting all sections in the Division of Nuclear Security and also takes the lead with respect to and facilitates voluntary financial contributions by Member States, including the negotiation of conditions and other administrative processes relating to funding. In addition, she/he oversees the coordination of the education and training programme and operation of the Nuclear Security Training and Demonstration Centre (NSTDC). The Section Head also oversees the promotion, with Member States, of the universal adherence of the Amendment to the Convention on the Physical Protection of Nuclear Material.


Role

The Section Head is: (1) a leader and manager, providing guidance and managerial support to the team, and planning resources with a view to achieving efficient and effective results; (2) an adviser on matters of policy, strategy and wider issues of nuclear security; (3) a substantive expert, leveraging knowledge and experience in the field of policy development and international initiatives on nuclear security activities and on the use of the Nuclear Security Fund.

Provide coordination leadership and structure in the development of budgetary plans for the Division in line with the IAEA programme and budget.
Guide the development of a policy framework.

Follow the progress of programme implementation, monitor the disbursement of extra-budgetary contributions and ensure the Division meets the conditions placed on their use.
Oversee and ensure the preparation of required reports to donors, as well as other key Divisional reports.
Interact with representatives from Member States, as required, to support or facilitate their contributions to the Nuclear Security Fund.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in Finance, Nuclear science, Economics, or other relevant field of study, with an additional four (4) years of relevant experience may be considered in lieu of an advanced university degree.

Master's Degree - Advanced degree in Finance, Nuclear science, Economics or other relevant field of study.

Minimum of ten (10) years of progressively responsible experience in financial management, budget planning, and programme coordination, including five (5) years of experience at a managerial/supervisory level.
Experience in an international or national organization, governmental body, or regulated sector (preferably in nuclear, defence, or high-security domains).
Proven experience managing large, complex budgets, including successful resource mobilization of extra-budgetary contributions for donor-funded projects.
Demonstrated experience in applying RBM principles in planning and monitoring, including developing or applying policy and financial frameworks aligned with organizational strategy.
Proven experience in cross-functional coordination and liaison with Member States, donors, and strategic partners, ideally in technical environments.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $101540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 56964*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.       Appointment information

      • Appointment is subject to a satisfactory medical report.
      • Staff members may be assigned to any location.
      • Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
      • The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for shorter duration than indicated above.
