Organizational Setting

The Department of Safeguards carries out the IAEAโ€™s duties and responsibilities as the worldโ€™s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.ย 

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.ย 

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.ย

Main Purpose

As a member of a team led by the Section Head, the Safeguards Information Analyst (State Declarations) contributes to the IAEAโ€™s nuclear verification mission by providing essential information collection, processing, analysis and dissemination services with respect to the nuclear material accounting and additional protocol information provided by States. These analyses directly contribute to the State evaluation process and the preparation of field activities.

Role

The Safeguards Information Analyst is: 1) an analyst, contributing to the strengthened safeguards system in support of the safeguards verification mission by working in close collaboration with other staff in the Section to collect, process and analyse information declared by States; 2) a team member of or contributor to various projects, including State evaluation, identifying and following up on issues and inconsistencies from a State evaluation perspective and relevant for safeguards implementation; 3) a leader of or contributor to select research and development projects, addressing specific analytical or tools development tasks to optimize reliability, accuracy and maintainability for the processing and analysis of State declared information.

Functions / Key Results Expected

Analyse State declared safeguards information for assigned States and disseminate information and analytical products to multiple Departmental counterparts and mandated statements to States as specified in agreements.ย 
Conduct further research to analyse and reconcile the declared and other related information to identify technical issues, information gaps and other issues relevant to the evaluation of State declared information.
Follow up on identified issues or inconsistencies, by acquiring additional relevant information, applying appropriate tools and analytical methodologies and documenting results in analytical reports or through other means, e.g. collaboration tools.
Contribute to the State evaluation process by analysing State reports and declarations, specifically nuclear material accounting reports and information provided under additional protocols, correlating analytical results with material balance evaluations, environmental sampling data, and open source and nuclear trade information.
Provide advisory expertise on specific aspects of safeguards agreements, including State supplied nuclear material accounting, reference data and additional protocol information, to Departmental counterparts and to State representatives.
Contribute to continuous improvement initiatives, including process methodologies and analytical tools, related to the collection, processing and analysis of Additional Protocol declarations and nuclear material accounting reporting procedures for loading, quality control and analysis of State declarations.ย 
Initiate and monitor the implementation of custom tools for data retrieval using SQL queries and dissemination and/or revised analysis activities, projects and procedures as necessary to meet the Department's information consolidation goals.
Keep up to date on developments and current issues concerning international safeguards as related to State reporting and declarations.
Develop and deliver training to State representatives and IAEA staff as required.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in sciences (e.g. physics, chemistry), nuclear science, engineering or other related field.

Experience in the use of information collection, processing and analytical techniques, including processing and analysing information in complex databases.

Experience in the use of advanced software for information analysis and of basic query languages, e.g. SQL.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70212 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37493*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
