Organizational Setting and Reporting Relationship
While the position of Risk Management Officer resides with the Treasury and Liquidity Risk Division (RMTL) within the Office of Risk Management (ORM), you will be strategically assigned to the Thailand Resident Mission (TRM) based in Bangkok, Thailand.
You will report to designated International Staff and Officer.
Your Role
As a Risk Management Officer, you will validate daily end-of-day valuations of ADB's swap portfolio, including market data verification, analysis of mark-to-market changes, and review of relevant reports. On a monthly basis, the valuations of the swaps and borrowings portfolios are analyzed and validated for purposes of financial reporting. You will verify collateral balances, review counterparty exposure reports, analyze margin call disputes, and collaborate with the external collateral manager and custodians to resolve operational issues. You will review affirmed trades with counterparties and validate trade details in the valuation system for exotic derivatives. You will contribute to organizational resiliency efforts by implementing back-up mechanisms and established business contingency plans.
You will:
A. Derivatives Valuation
- Validate daily mark-to-market (MTM) valuation of ADB's derivatives portfolio for collateral management.
B. Collateral Management Operations and Counterparty Credit Risk Reporting
Verify accuracy and completeness of counterparty derivative valuations provided to the collateral manager. Validate end of day position, collateral held, exposure summary, cash flow report, swaps log, and other collateral monitoring and counterparty exposure reports. Review margin call disputes and analyze dispute calculations, with comparison and reconciliation of ADB's derivative valuations with that of the counterparties. Review valuation differences with counterparties that exceed thresholds and attribute such differences to potential causes. Monitor persistent valuation differences for further investigation. Ensure reported counterparty exposures are adequately collateralized by verifying MTM differences and collateral pledges by counterparty. Collaborate with the collateral manager and counterparties to resolve discrepancies in valuation and collateral calculations. Coordinate with the external collateral manager and counterparties for resolution of collateral management related issues. Check monthly calculations of interest due to ADB and to counterparties on cash collateral. Endorse approval and instruct settlement of required interest receipt or payments. Analyze potential future exposures per counterparty and explain the drivers of daily movements in post-margin peak exposures. Ensure compliance of counterparty exposures against limits and report breaches. Coordinate with the external collateral manager, custodians and counterparties for onboarding new derivative counterparties. Ensure that the collateral manager setup, internal systems, and risk monitoring reports are updated for the new counterparty account.C. Trade Affirmation and System Set up
Verify that all trade details are affirmed with counterparties, consistent with the terms of the swap confirmations and reflected in the valuation systems. Coordinate noted discrepancies with the front office for resolution. Review that trades are correctly set up in the system and that resulting day-one valuations of swap-bond hedges are consistent. Resolve identified issues with the relevant operations and systems teams. Review swap confirmations for final execution of signatories. Validate trade details for exotic trades in the system (for those not included in the trade interface). Ensure that the resulting valuation is reasonable and consistent with relevant hedge. Help maintain valuation systems. Implement necessary user acceptance testing as part of regular system modifications, upgrades or migration. Participate in evaluating new valuation systems and analytical tools.D. Organizational Resiliency
Maintain an organizational resiliency (OR) process that addresses the division's critical activities. Set up process redundancies and back-up mechanisms whenever possible. Maintain close coordination with the ADB Headquarters (ADB HQ) team to synchronize daily and monthly activities. Manage resources to ensure stable and efficient operations. Ensure continued operations during unforeseen events and business disruptions. Be prepared to take action and address any operational disruptions affecting ADB HQ. Participate in OR testing, BCP drills, tabletop exercises and other related activities. Perform other tasks that may be assigned from time to time to manage workforce resources, strengthen contingency plans and maintain organizational efficiency.Qualifications
You will need:
Bachelor's degree in accounting, finance, business administration or other relevant fields, preferably with advanced training. At least 8 years of experience in derivatives valuation, collateral management operations and counterparty risk management with a major bank or international financial institution. Experience with swaps and other derivative structures valuation and counterparty risk management. Experience with collateral master agreements and collateral arrangements, including related documentation and processes. Proficiency in word-processing tools, spreadsheets, PowerPoint, graphics software used within ADB and similar multilateral development banks, financial modeling and macro. Firm grasp of financial concepts and high degree of numerical skills. Excellent English speaking and writing skills Experience coordinating tasks, communicating, and building professional relationships Expertise in data analysis and developing creative solutions to problems. Demonstrated project management expertise. Demonstrated experience managing workload and keeping to deadlines. This opening is a local staff position. It is open only to nationals and residents of Thailand.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (Recruitment and Appointment). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
