    Organizational Setting and Reporting Relationship

    While the position of Disaster Risk Management Officer resides with the Disaster Risk Management Unit within the Climate Change and Sustainable Development Department (CCSD), you will be strategically assigned to support the Philippines country office (PhCO), within the South East Asia Regional Department (SERD). CCSD leads thematic operations, knowledge innovation, and partnerships.

    You will have a primary reporting line to the Director, Disaster Risk Management, and have a matrix reporting line to the Country Director, PhCO.

    Your Role

    As a Disaster Risk Management Officer, you will provide in-depth technical support to the development, implementation and coordination of ADB's Disaster Risk Management (DRM) agenda. The staff will work with other members of ADB's DRM team to support country teams with upstream analysis, Country and Regional Partnership Strategy development, technical assistance and investment programming, act as a member of ONE ADB team to maximize disaster risk management outcomes in sector investments, and monitor progress of ongoing thematic and sector work related to disaster resilience. You will also support the design, development, processing, implementation, and evaluation of technical assistance projects related to disaster risk management.

    You will:

  • Support the PhCO to implement the country partnership strategy focused on Scaling Up Nature-Based Development and Disaster Resilience. Support annual country programming missions and monitor an overview of country level disaster risk management operations.
Act as the focal person to engage with implementing agencies and ministries on disaster risk management; connect main government actors with relevant sector teams and CCSD; provide advices and support government agencies with DRM policies and programs. Contribute to upstream engagement on disaster risk management (including policy and sector issues, best practices), data collection, and analyses to support project development, policy and sector work. Conduct disaster risk management related analysis, produce knowledge products and briefing notes; and monitor, compile, and update policy and sector initiatives, activities, products, and tools at the national and sub-national level including projects, programs, roadmaps, guidelines, standards, case studies, and other activities and materials that can provide direction in furthering ADB's disaster risk management engagement. Work with sector and disaster risk management team members to provide technical inputs in the design, development, processing, implementation, and evaluation of ADB investments and technical assistance on or relevant to disaster risk management including consultant selection and recruitment and review of consultants' outputs. Work with the disaster risk management team and project teams to advise on, support and review disaster related assessments, requirements and documentations such as upstream risk assessments, disaster risk financing analysis. Support countries to strengthen the enabling environment to mobilize, allocate and manage resources for disaster preparedness and disaster risk reduction. Lead the coordination and preparation of DRM inputs to SERD, Sector Departments, and CCSD Management Information System, work plans, quarterly accomplishment reports, write ups on the three-year rolling work program, and ADB annual report. Provide technical inputs in the preparation and dissemination of knowledge and communication products and events on Disaster Risk Management including speeches, conferences, national and international fora as requested. Support the Philippines Country Office to access resources for DRM (both emergency funds such as through the APDRF, technical assistance and other relevant resources). Contribute to efforts to mobilize external resources for DRM including development partners, and private sector actors to mobilize resources for DRM. Conduct DRM awareness raising and capacity strengthening activities for staff, executing agencies of developing member countries, and other concerned parties as relevant. Participate in national DRM networks and inter-agency relations and contribute to ADB's knowledge sharing efforts. Lead and/or support ad hoc assignments as assigned. This may involve occasional support to other resident missions in SERD.

Qualifications

You will need:

Bachelor's degree, preferably with advanced training in DRM, civil/structural engineering, economics, urban planning, social sciences, or related fields. At least 8 years of relevant work experience. Ability to work across the hazard spectrum to support a holistic approach to disaster risk reduction and DRM is required In-depth understanding of the country's DRM system and established network with key stakeholders is required. Demonstrated expertise in disaster risk financing and experience in processing and implementing of investment projects would be an advantage. Knowledge of ADB or other multilateral organizations' products, processes, and systems on project/program processing and other programming activities, would be an advantage. Demonstrated strong research, writing and presentation skills. Written and verbal proficiency in both Tagalog and English. Skills and competencies to liaise and work with internal and external stakeholders of ADB; and work collaboratively with teams. Additional Information

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
