ContextUNDP Pakistan is a key development partner supporting the Government of Pakistan in achieving its own development objectives as well as the internationally agreed, anti-poverty Sustainable Development Goals (SDGs). The goal of UNDP is to support the successive national and provincial governments in Pakistan in the formulation of national strategies and policies and their effective implementation. UNDP Pakistan does this through supporting the capacity development of institutions, strengthening community mobilization, assisting early recovery from disasters and internal displacements, reducing poverty, ensuring gender equity, improving environmental and climate change management, advocating and supporting equitable income generation policies and empowering legislatures and parliament through its four programme portfolios. The Risk Management & Oversight Unit (RMOU) of UNDP CO Pakistan is responsible for supporting the CO Management in ensuring overall Quality assurance and policy compliance with regards to HACT, Result based Management and ensuring compliance with Programme and Operational Policies and Procedures (POPP). The overall Goal of RMOU is to provide guidance and advice to facilitate compilation review and finalization of various UNDP Planning tools including Project Proposals/Documents and Project work plans, proactively lead and guide UNDP Pakistan to monitor and report progress on UNSDF/ SP/ CPD/ Projects, Lead strategy/policy reviews, development/revision of programme management business processes and to ensure production of good quality reports/ knowledge products. The RMOU of CO Pakistan has a range of periodic reporting obligations as well to its region/ headquarters and multiple donors/annual reports as well as various knowledge management products. The reporting deadlines are spread over the year and include regular progress updates and final donor reporting on programmes and projects, HACT Assurance activities and reporting. These Documents require in-depth review from RMOU in terms of compliance with policies, RBM principles and quality criteria set by UNDP. Timely submission of results-focused quality reports by the CO is essential to maintain and expand partnerships with donors and to ensure effective programme and project management. Specifically, the upcoming period i.e. from August (this year) to March (in subsequent year) remains much occupied for RMOU due to annual planning, reporting (Donor Reports/ annual reports), audits, spot checks etc. Keeping in view of the workload and the limited staffing, RMOU is seeking the services of a Result Based Management Officer who can support the tasks specified in the below sections.

Task DescriptionThe overall objective of the Result Based Management Officer is to support UNDP to prepare high quality, analytical and results-oriented reports in a timely manner (editing/ proof-reading) and to provide support in streamlining and compiling reports (annual reports, donor reports etc.) from various sections/departments. The key duties and responsibilities of the incumbent will be as below. I. Support in improving the quality of different reports received at RMOU for review and quality improvement. This may include annual progress reports, donor specific reports etc. II. Support the process of monitoring and entry into the (Enterprise Risk ManagementยฌERM) following instructions from Management. III. Provides support in the preparation of and inputs to the evaluation work plan, analysis, and proposals on topics, and projects/programmes to be evaluated. IV. Support the management of the Results Management Tool and the Results Management GOAL. V. Assist in making sure that various quality dashboards are up to date; data alignment exists between corporate planning systems and programming tools; generating synthesized data from various programme quality dashboards into different formats for example reports/ analytical snapshots, status etc. VI. Assist at planning and execution stage of HACT Audit including CO Audit quality review of documents. VII. Supports the provision of guidance regarding norms, application, procedures, and regulations. VIII. Provides support in the preparation of and inputs to the evaluation work plan, analysis, and proposals on topics, and projects/programmes to be evaluated. IX. Facilitation of training for the operations/ projects staff on RBM/and Monitoring and Evaluation of program interventions. Assist in the development of new programme and project documents and the AWPs. X. Compile data related to audit and assurance activities and assist in summarizing the same. XI. Follow corporate mechanisms to track the use of RBM tools. XII. Follow up with units over risk mitigation plans and recommendations from assurance activities (audits and spot checks).
