Context
As part of its ongoing partnership with the Danish Government on the implementation of its Migration and Stabilization portfolio (MIGSTAB) and in line with the IOM-DK Multiannual Partnership Agreement, IOM Denmark Country Office (CO) manages two multi-year, multi-country programmes. The Climate Change and Migration Data (CCMD) and the CAPACITY programme include global operations at IOM Headquarters, Regional Offices and Country Offices in MENA, WCA, EHOA regions. Additionally, the MIGSTAB envelope funds IOM on Regional Migration Governance Programmes (RMGPs) covering Tunisia and Egypt (Mediterranean focus) and Western Balkans/Tรผrkiye, highly interlinked and complementary to CCMD and CAPACITY.
Under the direct supervision of the Chief of Mission (COM) and under the functional supervision of the Senior Sub-Regional Resources Management Ofifcer (SSRRMO) in Brussels, in close coordination with the ย the Regional Office (ROV) for Europe and Central Asia, the Department of Financial and Administrative Managementย (DFAM) at Headquarters (HQ) and the Administrative Centres in Manila (MAC) and Panama (PAC), the Resources Management Officer will be responsible and accountable for supervising and managing the budgetary, financial and other administrative functions of IOM Denmark CO and providing support in these areas to the relevant Programme Managers and field based colleagues. The Resources Management Officer will closely coordinate with relevant Resources Management units in programmesโ target countries, including those covered by RMGPs to guarantee consistent financial management and compliance across Denmarkโs MIGSTAB funding.ย
Monitor and oversee the financial management and administrative compliance for all activities of the global and regional programmes managed by IOM Denmark, including but not limited to the day-to-day financial transactions and relevant administrative matters of the Climate Change and Migration Data (CCMD) and CAPACITY programmes.Facilitate the management of the treasury by forecasting cash flows according to programme activities and initiate disbursement requests according to MIGSTABโs guidelines. Support the monitoring and control of funds disbursed; validate that funding is received and disbursed in accordance with relevant donor agreements for all DK funded projects.ย In coordination with relevant Programme Managers, support the liaison with the MIGSTABโs administrative and financial department to keep abreast with changes in guidelines, requirements, contractual obligations and related matters. Support and ย where necessary on the adherence of MIGSTAB-funded programmes practices, accordingly.ย Prepare regular financial reviews of global and regional programmes managed by the Denmark CO, including CCMD and CAPACITY, overseeing the budget control process and analyse variances between budget and actual expenditures. Take proactive action, including routine coordination with Resources Management units in countries of implementation, to assist in preventing the projects from going into deficit and reporting errors.Monitor budget control processes and the financial status of global programmesโ activities and inform and update the, CoM and the Programme Coordinators accordingly. Review financial reports, identify bottlenecks and recommend action to resolve problems or correct errors, and highlight any unusual trends.ย Assist CCMD and CAPACITY Programme Managers with budget preparation, revisions and forecasting by developing and facilitating the monitoring of budget control, analyse variances between budget and actual expenditures. Support the preparation of budgets for programmeโs revisions as needed.ย Draft CCMD and CAPACITY project and donor financial reports in accordance with IOM regulations and established procedures.ย In coordination with the CCMD and CAPACITY Programme Managers and relevant Resources Management ย units , participate in reviewing existing programme-specific procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.Assist in managing the Human Resources function and make recommendations on recruitment and personnel administration of staff, including as relevant to the CCMD and CAPACITY programmes.ย Oversee the Supply Chain services as relevant to the implementation of the CCMD and CAPACITY Programmes in Denmark and in countries of implementation, including contracts with suppliers of goods and services, procurement staff in implementing missions and related administrative authorities. Oversee the management of the fleet of vehicles and the maintenance of the premises as well as the functioning of all support services at the Country Office.Participate in UN meetings such as the UN Operations Management Team (OMT) or ONE UN working groups when required.ย Undertake Duty travel as necessary to support project performance and compliance.Perform such other duties as may be assigned.ยEducation
Masterโs degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
