Resource Planning and Administration Sr Analyst

About this position

We are looking for a highly analytical and innovative Resource Planning and Administrative Sr Analyst to help with the fulfillment of the Departmentโ€™s vision for the Resource Planning team and to support our business objectives.

You will work in the team of Belize, Central America, Mexico, Panama, Dominican Republic and Haiti (CID) Country Department, responsible for providing high quality service in a wide variety of functions including, budgeting, financial and accounting management, human resources management, knowledge and training, and general services administration, ensuring the efficient use of resources and a commitment to process improvement.

What youโ€™ll do:

Budget, Financial Planning and Accounting

Coordinate the Departmentโ€™s annual Budget Formulation exercise by collaborating closely with the Country Offices and functional teams to identify activities for the year. Monitor budget execution, ensure efficient use of resources, and prepare reports for managementโ€™s review and decision making. Knowledge of results-based budgeting is essential. Support the general reconciliation of expenses (SAP, Hyperion), the creation of projections and reclassifications ensuring compliance with the Chart of Accounts. Identify and manage risks associated with financial plans and contracts and conduct the performance of financial analyses, forecasts, and contingency plans to accurately manage budgets and contracts. Liaise with the Departmentโ€™s central accounts payable team to support the accounts payable activities for the Department. Liaise with the corresponding corporate units (FIN, PRC, ACP) for inquiries, incidents and general requests.

Human Resources Management

Assist CID personnel in understanding and implementing human resources policies and rules in liaison with relevant IDB departments. Actively support the promotion of a positive and engaging work environment through the implementation of relevant HR exercises, such as work-life balance, diversity and inclusion, strengthening collaboration and teamwork, team-building and social events, and other initiatives to facilitate the implementation of change. Monitor, anticipate and actively contribute to the contracting of complementary workforce within CID. Support the internal onboarding and offboarding program for CID employees. Supervise the compliance of staff time reporting, leave administration, mandatory courses, yearly self-assessments, among other corporate requirements, ensuring quality of information.

Process management and financial information analysis

Prepare and update internal guidelines, processes, and develop mechanisms and tools to ensure compliance with institutional policies and optimize the processes, applying project management tools and methodologies. Identify issues that need to be addressed to improve efficiency and quality of various services provided within CID. Collaborate on the preparation of reports, data extraction, and develop solutions/tools for data visualization, to support the monitoring and decision-making process with an integrated view of the processes, resources, and metrics. Prepare reports and analyze metrics, making any pertinent recommendations to ensure critical metrics attainment and identify, solve, or raise any risks or issues.

General Services Administration

Provide guidance to CID personnel in administrative matters including travel, procurement, facilities, technology accesses with the appropriate application of policies and procedures and serve as a subject matter expert for all administrative management functions. Support Travel Management through the review of Statement of Expenses (SOEs) and Travel Authorizations (TAs) as a delegate in line with applicable policies. Anticipate the goods and administrative services needs and coordinate purchases following procurement guidelines.

Knowledge and Learning

Work in close collaboration with the Knowledge Innovation and Communications (KIC) partners to define and execute the annual KIC plan of the Department.

What you'll need

Education: Bachelorโ€™s degree in Business Administration, Economics, Finance, Law, or related areas, preferably with a masterโ€™s degree. Experience: At least 2 years of professional experience related to the key responsibilities of the position, with a minimum of 1 year of experience (international highly desired) in budget, auditing, and administration areas, to include budget preparation, and financial analysis. Knowledge of SAP and Hyperion systems, use of spreadsheets, database management and analytical tools, such as Power Bi is highly desired. Language Skills: Proficiency in English and Spanish is required. Knowledge of French is a plus.
