Research and Analysis Support on Rural Reform and Reincorporation (Colombia)

Mission and objectivesThe United Nations Verification Mission in Colombia is a Special Political Mission established in 2016 by the UN Security Council to verify the Final Peace Agreement's implementation and assist Colombia in its commitment to ending the conflict and building peace. The Mission verifies the implementation of three points of the 2016 Final Peace Agreement between the Government of Colombia and the FARC-EP on such diverse areas as Comprehensive Rural Reform, the reincorporation of former combatants and security guarantees, thereby contributing to sustainable peace and reconciliation across the country.

ContextThe online volunteer will work in Bogotá and will support the of the Peace Agreement in the area of responsibility of the Regional Office in the area of Comprehensive Rural Reform. The Bogotá Regional Office of UNVMC supports the implementation and verification of the Peace Agreement mandates related to Comprehensive Rural Reform (Point 1), Reincorporation of Former Combatants (Point 3.2) and Security Guarantees (Point 3.4) in the departments of Huila, Tolima, Cundinamarca and Boyacá as well as in the city of Bogota. This Online Volunteer assignment will specifically contribute to analytical support for Rural Reform and Reincorporation through desk research and drafting of internal notes under the leadership and guidance of the thematic focal point, and when required, UNVMC Regional office leadership and in collaboration with its territorial teams.

Task DescriptionThe Online Volunteer will support the Bogotá Regional Office of the United Nations Verification Mission in Colombia through research, analysis and information systematization related to the implementation of the Peace Agreement mandates on Comprehensive Rural Reform (Point 1) and Reincorporation of Former Combatants (Point 3.2). Under the guidance of UNVMC staff, the Online UNV will contribute to strengthening the Office’s analytical capacity and internal knowledge base. Key tasks include: • Conduct desk research and contextual analysis on the implementation of Territorially Focused Development Programmes (PDET), including emerging dynamics related to urban PDET processes in Bogotá. • Support research and analysis on Zonas de Reserva Campesina (ZRC), with a focus on territorial processes in areas such as Sumapaz, including land use, governance arrangements and development initiatives. • Review and synthesize information from official documents, public policies, institutional reports, academic literature and credible secondary sources related to rural reform, land access, territorial development and reincorporation. • Prepare concise analytical notes, summaries and background briefs to inform internal discussions, reporting and strategic reflections within the Bogotá Regional Office. • Contribute to the systematization and organization of information, including structuring reference materials and supporting internal tracking of key themes related to rural reform and reincorporation. • Support the identification of emerging trends, gaps and territorial challenges relevant to the implementation of Points 1 and 3.2 of the Peace Agreement, as requested by the supervising team. The Online Volunteer will receive initial guidance and ongoing supervision from UNVMC focal points and, when required, from the Regional Office leadership. The assignment will be carried out remotely, with regular coordination and feedback to ensure alignment with the Mission’s priorities. Upon completion of the assignment, the volunteer will receive a certificate of recognition for the contribution provided. Task deliverables: there will be two research outputs. First a research paper on the Peasant Reserve Zones (ZRCs) and second on the Urban PDET in Bogota.
