Context

Irregular migration along the Mediterranean routes continues to pose significant dangers for migrants. The Central Mediterranean route remains the deadliest, with recent data indicating that 1 death is recorded for every 35 arrivals. According to IOM estimates, 2,300 deaths occurred at sea in 2024 while 70% of migrants interviewed by upon their arrival in Italy reported being victims of trafficking or other exploitative practices during their journey.

The Western Mediterranean route, primarily from Morocco to Spain, has also seen a significant number of crossings. In the first two months of 2025, there was a notable increase in arrivals, with many migrants facing similar risks of exploitation and dangerous sea conditions. The high number of deaths and the prevalence of trafficking and exploitative practices underscore the urgent need for comprehensive solutions.

To meet these challenges, IOM is implementing the Migrant Protection, Return, and Reintegration Programme for Sub-Saharan Africa (MPRR-SSA), funded by the European Commission Directorate General for International Partnerships (DG INTPA). The MPRR-SSA is the largest AVRR programme for migrant protection, return and reintegration in the SSA region. It aims to safeguard vulnerable and stranded migrants across the Atlantic/Western Mediterranean and Central Mediterranean migration routes through a rights-based and route-based approach. The programme provides critical protection, assisted voluntary return, and sustainable reintegration assistance, ensuring both immediate and long-term solutions for migrants in Sub-Saharan Africa. It is implemented in close linkage with the EU-funded MPRR North Africa programme to ensure complementarity. The MPRR-SSA facilitates safe, dignified and rights-based voluntary return and sustainable individual reintegration of migrants in sub-Saharan Africa. While primarily focused on individual assistance, the programme also seeks to contribute, where possible, to broader reintegration outcomes through coordination and referrals. The programme leverages whole-of-society and whole-of-government approaches, including through cooperation with national authorities and stakeholders. The MPRR-SSA programme plays a crucial role in providing life-saving humanitarian and protection assistance to migrants. This includes medical support, housing, and access to essential services during transit and upon return.

Under the overall supervision of the Chief of Mission (COM) and the direct supervision of the Project Manager for Migrant Protection, Return and Reintegration, and in close coordination with the Central Coordination Unit (CCU) of the MPRR Programme for Sub-Saharan Africa (SSA) at the Regional Office for West and Central Africa of the IOM in Dakar, the Reintegration Officer will be responsible and accountable for providing technical, administrative and process-related support for the development, implementation, monitoring and reporting activities of the MPRR-SSA reintegration portfolio in Côte d’Ivoire Country Office.

1. Coordinate the overall implementation of reintegration portfolio activities of the MPRR-SSA, including monitoring budgetary, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.

2. Provide operational guidance and technical supervision to relevant project staff, in close coordination with the Regional Return and Reintegration Officer of the CCU, providing technical inputs and information to assist with the development of programmatic strategy and the implementation of the new approach for reintegration. Monitor project progress against strategic objectives and benchmarks, and recommend improvements, corrections or appropriate action accordingly.

3. Implement the Monitoring and Evaluation (M&E) and Information Management (IM) Framework and recommend improvements to regular reporting requirements, impact evaluation strategies, and the preparation of a variety of reports or information materials, in close coordination with MPRR-SSA CCU, Implementing Partners, Service Providers and other Stakeholders, in support of sustainable reintegration of return migrants.

4. Research and document possible priority areas for project development, notably but not limited to employability, private sector and public-private partnerships, and contribute to the development and implementation of new project activities by selecting and summarizing background information, assessing the local context for the planning and administration of projects, and by documenting possible new opportunities.

5. Maintain close collaboration with relevant stakeholders such as Government entities, national authorities, implementing and development partners, United Nations agencies, and civil society, to contribute to the establishment of a National Referral Mechanism for the sustainable reintegration of migrants and in relation to the project consortium Sustainable Reintegration of Returning Migrants to Côte d'Ivoire and Fight against Trafficking (MIGRET) implemented by Expertise France (EF), Enabel, and IOM in conjunction with MPRR-SSA.

6. Monitor compliance in close collaboration with project partners, project staff and implementing entities, and bring issues to the prompt attention of the supervisor.

7. Closely coordinate with other units in the Country Office for a smooth implementation of relevant project activities; facilitate the mainstreaming of protection into reintegration activities such as victims of trafficking, unaccompanied children and migrants with psychosocial and/or physical health concerns, in close coordination with the Unit for Protection and Counter-Trafficking, the National Medical Officer and the Regional Protection and Mental Health and Psychosocial Support (MHPSS) Officers of the CCU.

8. Contribute to adequate information management on project related activities including visibility by drafting regular updates, summaries, press releases or other relevant materials, in close coordination with the donor and relevant Units at HQ.

9. Draft portions or segments of progress Financial, Narrative, or other reports related to the project activities. Track and follow up on the timely elaboration, submission and dissemination of reports for donors, government authorities and other relevant stakeholders, in compliance with donor and IOM requirements.

10. Participate in relevant conferences, workshops, steering committees, and technical working groups or committees, as well as other forums; provide technical inputs and information to facilitate the coordination and presentation of IOM activities; undertake duty travel as required to support coordination and monitoring activities for project implementation.

11. Perform such other duties as may be assigned.

Education

Master’s degree in International Relations, Political Sciences, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with two years of relevant professional experience, or,University degree in the above fields with four years of relevant professional experience.

Experience

Experience in project implementation, supervision of teams and reporting with focus on Assisted Voluntary Return and Reintegration (AVRR) and Protection (PX);Experience in Operations (OPS) considered as advantage;Experience in provision of direct assistance (CBI, business grants, education, health, job placement, micro business setup, medical support, MHPSS, NFI, TVET, etc.) to vulnerable groups through a variety of modalities (direct implementation, IP, PPP, service provider, etc.);Experience in liaising and working with governmental and diplomatic authorities as well as with national and international institutions including CSOs, governmental agencies, and I/NGOs;Experience in organizing and delivering capacity building activities, consultations, workshops and seminars with stakeholders;Previous experience in implementing Multi-Stakeholder Partnerships, Global Public-Private Partnership (GPPP), or Public-Private-Partnerships (PPP) considered a distinct advantage; and,Demonstrated experience in transition and change management of legacy programmes in collaboration with multiple stakeholders and project partners considered a distinct advantage.

Skills

Languages

For this position, fluency in English and French is required (oral and written).

Working knowledge of either a local language and/or Spanish is an advantage.
