PROJECT BACKGROUND
GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay to advance green growth policies and investments. Key partners include the Ministry of Environment and Sustainable Development (MADES), the Ministry of Economy and Finance (MEF), and Paraguayโs Development Finance Agency (AFD), driving progress across various sectors.
In partnership with MEF, GGGI is implementing a new Green Climate Fund (GCF)-funded technical assistance project titled โStrengthening the National Designated Authority, Candidate Direct Access Entity, National Programming Process, and Development of Strategic Frameworks for Low-Carbon Development in Paraguay.โ This initiative aims to enhance Paraguayโs capacity to access, manage, and coordinate GCF resources, track climate finance flows, integrate climate action into planning and budgeting, and catalyze private sector investment in climate mitigation.
Key objectives include:
Strengthening MEFโs capacity as Paraguayโs Nationally Designated Authority (NDA) to effectively coordinate and manage GCF funding and track climate finance flows.
Supporting AFDโs accreditation process to meet GCFโs standards and criteria.
Operationalizing Paraguayโs Green Taxonomy to provide clear definitions for green assets and investments, fostering transparency and investor confidence.
Integrating climate indicators and targets into the Paraguay National Development Plan 2050, including a strategy to drive green job creation and sustainable economic growth.
The project will be implemented under MEFโs leadership by a team comprising GGGI staff, consultants, and external experts.
OBJECTIVES OF THE ASSIGNMENT
The Regulatory Consultant will support MEF in institutionalising its role as Paraguay Nationally Designated Authority to the Green Climate Fund.
The overall objectives of the Consultant position are:
Strengthen and update MEFโs regulatory framework to formally establish its role as Paraguayโs NDA.
Enhance the legal framework to facilitate green finance resource mobilization.
SCOPE OF WORK
The Regulatory Consultant will report to GGGI Project Manager and to the General Directorate of International Cooperation for Development (DGCID) of the Ministry of Economy and Finance (MEF).
The consultancy assignment is comprised of the outputs and deliverables shown in the table below. Incorporate comments/ recommendations resulting from the meetings. Product: Finalized draft bill integrating stakeholder feedback. 25% 1st month after signing the contract 2 Draft Bill to Modify Law N 3001/2006 Conduct a comprehensive assessment of Law N 3001/2006. Hold a meeting with MADES and MEF to align expectations and identify improvements. Product: meeting report summarizing key inputs, consensus points and recommendations. Present the first draft to DGCID, MEF, and MADES Product: meeting report summarizing key inputs, consensus points and recommendations. Integrate comments/ recommendations resulting from the meetings. Product: Finalized draft bill modifying Law N 3001/2006. 25% 2nd month after signing the contract 3 Governance Guidelines for Paraguay + Verde Conduct a comprehensive assessment of Paraguay + Verde governance structure. Hold meetings with MEF and Paraguay + Verde Board to align expectations Product: meeting report summarizing key inputs, consensus points and recommendations. Develop proposed governance guidelines. Socialize the guidelines in a stakeholder meeting. Product: meeting report summarizing key inputs, consensus points and recommendations. Integrate comments/ recommendations resulting from the meetings. Product: Final draft of the guidelines, integrating final comments/ recommendations. 25% 3rd month after signing the contract 4 Development of Green Financing Regulations Conduct a assessment of green resource mobilization. Identify regulatory gaps hindering green finance mobilization Draft and update at least one regulation to enhance resource mobilization. Present the first draft to MEF and Legal Advisory. Incorporate feedback. Product: Finalized regulation. 25% 4th month after signing the contract
Payments will be made against delivery of the products with prior approval of the General Directorate of International Cooperation for Development (DGCID for its acronyms in Spanish) of the Ministry of Economy and Finance (MEF), and the approval of the GGGI Project Manager.
The Consultant should strive to integrate GGGIโs and MEFโs comments within 7 days from receipt of the comments or modification requests.
All capacity building and awareness raising deliverables must be accompanied by meeting minutes, including agenda, summary, participants list disaggregated by gender, presentation, and post-session evaluation results.
EXPERTISE REQUIRED
Bachelorโs degree in law.
An advanced degree in Administrative Law, Public Law and/or Green Financing is an asset.
A minimum of seven years of relevant experience in Administrative Law/Public Law field is required.
A deep understanding of MEFโs role is required.
A minimum of three years of experience working with Government Institutions and their legal framework is an asset.
Previous experience drafting bills and regulations is valued.
Fluent in spoken and written English and Spanish is required.
ADMINISTRATIVE INFORMATION
During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the NDA and the Project Manager.
The consultant will be required to work from the premises of the MEF as instructed by the DGCID.
The date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
