About this position
Regulatory costs are widely considered relevant constraints to entrepreneurship and particularly affect small and medium-sized businesses. Despite this, calculations and analyses of their effects have been scarce in Latin America and the Caribbean (LAC).
The purpose of this consultancy is to support an Economic study to analyse the effects of administrative and non-administrative costs of regulation on productivity, competitiveness, and other economic variables within the LAC region.
The study will utilize data generated through various initiatives, including an IDB Regional Public Good initiative and a Technical Cooperations that are supporting the development of an artificial intelligence tool in Paraguay and Brazil.
The main objectives of the consultancy are:
- To support the development and validation of a methodology to be applied by an AI tool that assesses non-administrative regulatory costs, including a pilot in one sector from an LAC country.
- To gather and analyze data on administrative costs generated by 3 to 4 tools to be agreed upon with the IDB team.
- To conduct a comparative analysis of the effects of administrative regulatory costs on productivity, competitiveness, and other economic variables using data generated by the different tools considered under this consultancy.
What you鈥檒l do:
The Economist will be responsible for the following tasks:
- Hold workshops and technical panels to discuss the advantages and disadvantages of different methodological options for counting and calculating regulatory costs and their effects on the economy, considering the international experience and, in particular, the set of measurement tools selected by the IDB team in charge of this consultancy.
- Utilize data generated in Paraguay and Brazil with the artificial intelligence tool for the identification and measurement of administrative and non-administrative costs to study their impact on productivity, economic growth, informality, and other economic variables.
- Perform comparative analyses among various LAC economies regarding the magnitude of their administrative costs in specific sectors, using data from +Simple LAC, a digital platform developed by the IDB to support countries in the quantification of administrative costs. This will allow for an analysis of the potential effects of these costs on productivity, competitiveness, and other relevant economic variables.
Deliverables and Payments Timeline:
1. Work Plan and concept report on the effects of administrative and substantive non-administrative costs of regulation on productivity, competitiveness, and other economic variables in the LAC region.
2. Analysis report on the impact of regulation on relevant economic variables using data from the artificial intelligence tool in Paraguay and Brazil.
3. Comparative analysis report about the use of the different AI tools to measure the impact of the regulations on a specific sector.
4. Comparative analyses report among various LAC economies regarding the magnitude of their administrative and costs in specific sectors, using data from +Simple LAC.
5. Final report, including findings from a workshop on the results of the different analyses developed under the consultancy.

What you'll need
路 Education: You have a master鈥檚 degree in Economics, Regulation, Public Policy, Public Administration, Political Economy, Political Science, or studies in other relevant fields with solid knowledge of regulatory costs.
路 Experience: You have at least five years of practical experience working with governments, international organizations, or think tanks, with a track record in research and economic analysis of regulatory reforms, competitiveness, administrative simplification, and regulatory costs.
路 Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
