As part of the Office of Ethics and PSEAH (OEP), the PSEAH Unit leads IOMโs work to combat sexual exploitation and abuse and sexual harassment in coordination with offices and missions across IOM and counterparts throughout the UN, Inter-Agency Standing Committee (IASC), and humanitarian community.ย The PSEAH Unitโs strategy focuses on strengthening leadership and organizational culture; institutional accountability and transparency; training and outreach; victim assistance; and partnership and coordination.ย
Under the direct supervision of the Senior Coordinator, PSEAH,ย the Regional Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) Officer will hold the following responsibilities.
Lead and coordinate regional implementation of PSEAH:ย Oversee and manageย the overall implementation of IOMโs PSEAH response across the region and ensure alignment with institutional policies, procedures and donor requirements.Contribute to global PSEAH initiatives:ย Support global-level PSEAH priorities in close coordination with the global IOM PSEAH Unit lead. This includes contributing to efforts to strengthen leadership and organizational culture, strengthen capacity building of key stakeholders, and enhance partnerships and inter-agency coordination.Provide technical support and guidance to country teams:ย Deliver ongoing technical guidance and support to IOM PSEAH Officers, Focal Points, Programme and Project staff and Regional Thematic Specialists to strengthen PSEAH integration at all levels.Support integration of PSEAH and resource mobilization:ย Ensure PSEAH components are embedded in project proposals, budgets and reports, and actively contribute to fundraising and donor engagement efforts across the region.Strengthen strategic planning and reporting on PSEAH:ย Contribute to regional and country-level strategic frameworks and response plans by ensuring PSEAH is systematically integrated; lead regional data collection, management and reporting to show scope and impact of PSEAH work.Engage and support IOM partners: ย In collaboration with the global PSEAH Unit and country missions, help strengthen partnerships with implementing organizations, TPCs and other partners, identify capacity gaps, and provide tailored technical guidance.Lead regional training and awareness-raising efforts:ย Design, coordinate, and deliver regional capacity-building initiatives on PSEAH, including staff training, development of tools and implementation of awareness and communication strategies.Strengthen prevention and response mechanisms:ย Support country offices and sectoral units in conducting SEAH risk assessments and implementing risk mitigation measures; enhance existing/new complaint and feedback mechanisms to ensure these can receive sensitive complaints; and ensure victim-centered assistance in collaboration with protection, CP and GBV actors.Foster coordination and represent IOM:ย Represent IOM in regional inter-agency fora, foster collaboration and knowledge exchange with UN partners and stakeholders, and support outreach to promote PSEAH integration across humanitarian and development efforts.Perform other duties and tasks as may be assigned in support of the design and delivery of an effective work program.Required Qualifications and Experience
Education
Masterโs degree in Law, International Relations, Psychology, Social Sciences, Development Studies and Planning or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.Experience
Professional experience in the fields of sexual exploitation and abuse, protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs;Strong coordination experience within the UN system and amongst interagency partners, including governments, NGOs, and communities;ย Experience in developing and facilitating PSEA trainings, in particular capacity-building, and communication materials to promote behavior change;ย Experience undertaking PSEA risk assessments, in coordination with communities, partners, and UN and other key stakeholders; and,Experience in policy and proposal development and the creation of standard operating procedures and tools.Skills
Knowledge and understanding of IOMโs institutional approach on PSEA and related strategies, policies, rules and regulations;Good written and oral communication skills, effective in representation and liaison with external partners;ย Ability to work independently and within diverse teams; ability to prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordinate with a variety of stakeholders;Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes;ย Knowledge of the UN and IASC systems and architecture;In-depth knowledge of mainstreaming PSEAH, best practices and partnership models to ensure coordination of the same across a diverse range of actors; and,Ability to work with and maintain strict confidentiality, when necessary.Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russia, and Spanish) is an advantage.
