Position Description RTI is seeking candidates for a Regional Operations and Administration Manager for the Feed the Future Ethiopia Transforming Agriculture Activity. The Regional Operations and Administration Manager will be responsible for the performance, productivity, and efficiency of regional office operations where s/he is assigned through the provision of effective methods and strategies. This will cover key operational functions in administration, procurement, and finance. The Regional Operations and Administration Manager will have to maintain a high degree of confidentiality in dealing with operational matters. Moreover, s/he is responsible for maintaining the office culture in the assigned regional office. What You'll Do Your primary responsibilities will include but not be limited to: Administration Maintain coordination, collaboration, and communication within Operations Department. Liaise with the national office Operations Department to escalate issues, provide updates, and implement initiatives. Develop appropriate tools to deliver on operational department requests within the required time frame and set up an appropriate monitoring system for the service requests . Supervision of assigned staff in the Operations Unit with individual work plans and performance monitoring Maintain safe and healthy work environment by establishing, following, and enforcing RTI standards and procedures; complying with legal regulations Identify bottlenecks and communicate issues with National Operations team and devise ways of improving the process, including resolving problems and complaint Communicate all operating policies and/or issues at department meetings Assist in the development and implementation of strategic plans for program activities. Collaborate with Regional Manager and technical team to implement technical activities at a regional level. Receive and register all incoming mails and forward / circulate mails to users in accordance with RTI procedure. Support the scheduling, and management of conferences, meetings, workshops, trade fairs, training, field trips, visits, and other activities as needed; Prepare and update invitation list and guest list for workshops and receptions, send out invitations and receive confirmation. Maintain inventory of office supplies and ensure availability. Procurement and Logistics Coordinate all procurement activities, monitor the implementation of the procurement plan, develop and maintain vendor lists, and prepare periodic status reports on the project's procurement of goods/services and stakeholdersโ procurement; Following RTI/USAID procurement policy/procurement manual, review procurement requisitions for accuracy, prepare bid specifications, request for quotations and the preparation of bidding documents for all goods and services. Maintain complete and accurate procurement files. Liaise with the respective project experts to facilitate technical verification of goods, coordinate handover to local beneficiaries as applicable, and prepare goods inspection reports and payment requests to Finance for payment. Coordinate regional office lease and all supporting services to maintain a proper working environment. Maintain contact with the landlord, identify needed repairs, and track office service contracts. Ensure that all RTI regional assets are safeguarded and used properly and maintain the regional inventory system of non-expendable equipment and supplies according to RTI procedures. Perform regular analysis of our regional inventory to ensure all goods are available and tracked, their current status is accurate, and the user is properly recorded. Responsible for all aspects of regional vehicle fleet management, including maintaining vehicles, required repairs, filing any needed reports, completion and review of vehicle logs, and tracking of fuel consumption. Finance Based on guidance from the national Finance Department, implement effective internal controls such as segregation of duties . Review invoice payments from vendors and compare them to the terms of the purchase order or contract to ensure vendor invoices are accurate before submitting them for payment. Ensure that the needed regional financial records are up to par with RTI and USAID standards Ensure that the day-to-day processing of accounts and producing reports as requested. Ensure that any requests that come from the National Office or donor office regarding the regionโs finance is dealt with in a timely manner. Ensure the reconciliation of monthly activity, and fulfilling tax-related requirements. Performs additional duties as assigned. What You'll Need Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience. Minimum of 5 yearโs work experience with USAID or other donor-funded organizations. Prior experience working on the Feed the Future Ethiopia Transforming Agriculture activity preferred. Key Knowledge, Skills and Abilities Experience in office administration, procurement, finance, logistics management, and event/meeting coordination. Knowledge of USAID rules and regulations required. Knowledge of RTI policies and procedures preferred. Outstanding and effective oral communication and writing skills in English and Amharic additional local language is a plus. Strong communication and interpersonal skills with a service-oriented attitude. Strong administrative and organizational skills.
