The Organizational Setting
The Regional Office serves ICAO Member States in the region assisting them in the development of comprehensive regional plans of the air navigation system and the improvement of these plans, as well as the world-wide ICAO provisions and procedures. It conducts mandatory safety oversight assessments of States’ Civil Aviation Authority, it sustains extensive missions and meeting activities, disseminating information and encouraging participation in all ICAO activities. It helps States develop and implement technical cooperation programmes to this end.
The incumbent reports directly to the Deputy Regional Director with whom s/he consults on complex technical issues.
Major duties and Responsibilities Function 1 (incl. Expected results)
Provides guidance, assistance and advice to Statesin the conduct of gap analysis and the development of national/regional implementation plans and provide Secretariat support to Regional Aviation Safety Groups, achieving results such as:
Formulate advice on national regulations, procedures and practices in relation to ICAO Standards and Recommended Practices and Procedures (SARPs) and guidance material issued by ICAO; Lead and manage safety oversight activities of the regional office in the region vis-à-vis regional and sub-regional aviation safety agencies/groups; Organize, conduct and/or participate in seminars, workshops and meetings to assist States, particularly those with significant safety concerns (SSC) in their efforts to rectify safety deficiencies and enhance their safety oversight systems, in cooperation with the Air Navigation Bureau, and in accordance with the ICAO Continuous Monitoring Approach (CMA) strategy; Act as Secretary to meetings and prepare technical reports; Serve as the Regional Office Focal Point for the AFI Regional Aviation Safety Group (AASPG/SMO-SG); Lead and manage the technical Focal Points in States for the implementation of the AFI regional safety group activities and provide technical support to the Regional Director for conducting meetings of the Group; and Act as Team Leader during Regional Office Safety Team (ROST) missions in order to ensure successful preparation for ICAO USOAP Activities. Function 2 (incl. Expected results)Analyse and proactively assess a State’s USOAP results related to personnel licensing, aircraft operations and flight safety on a regular basis with emphasis on any issues raised by the Monitoring and Assistance Review Board (MARB), International and regional organizations and other appropriate stakeholders and provide technical advice and recommend solutions on such issues. This will achieve results such as:
The personnel licensing, aircraft operations and flight safety matters in all States being conducted in conformance to ICAO standards Identification of potential risk factors with a view to prioritise any interventions by the States, ICAO and the partners A reduction in accident rates and number of fatalities Support the relevant strategic objectives of the ICAO A reduction in the lack of effective implementation of ICAO Standards in Flight Operations among ESAF States Function 3 (incl. Expected results)Maintains a record of the status of implementation of ICAO provisions and provides advice to State Civil Aviation Authorities on measures required for effective implementation of the provisions in the fields of Aviation Medicine (AVMED), Operations (OPS), Accident Investigation and Prevention (AIG) and Dangerous Goods (DG), achieving results such as:
Monitor developments of concern in the States to which the Regional Office is accredited; and Participate in implementation support planning and evaluation missions and perform assistance activities on behalf of the CDI Bureau. Function 4 (incl. Expected results)Coordinate and facilitate the conduct of training, seminars and workshops relating to personnel licensing, aircraft operations and flight safety including State Safety Programme (SSP) and Safety Management System (SMS), may be required. This will achieve results such as:
An increase in the number of qualified technical personnel in personnel licensing, aircraft operations and flight safety areas resulting in all licensing, certification and approvals being issued in accordance with National and International Standards Effective implementation of SSP and SMS by all States and service providers respectively A reduction in the number of aircraft accidents and fatalities Function 5 (incl. Expected results)Conduct technical studies, develop reports and prepare correspondence as necessary for transmittal to Contracting States, the AFI Plan Steering Committee, international and regional organizations, and other partners and stakeholders. Updated technical information on the status of personnel licensing, aircraft operations and flight safety in states Identification and addressing of potential safety hazards Increase in aviation safety due to sharing of safety data among all stakeholders. Function 6 (incl. Expected results)Liaise with Regional Office and Headquarters technical staff members, international and regional organizations, industry partners as well as other stakeholders in order to develop new partnerships to further provide implementation support to Contracting States. This will achieve results such as:
Maintain liaison with operators and international and regional aviation organizations; Maintain currency with developments in the field of aviation; Promote mutual exchange of safety and security related information in a bid to enhance aviation safety and security in the region. Expected results)Performs other related duties, as assigned. Qualifications and Experience Education
An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related technical field, is required. A first-level university degree in combination with two additional years of qualifying experience in an aviation-related technical field, may be accepted in lieu of the advanced university degree. A license or equivalent technical training may be accepted in lieu of a first level university degree. Formal training in accident prevention methodology and techniques as well as in aircraft accident investigations.
Professional experienceEssential
At least seven (7) years of experience in a civil aviation environment, including a minimum of three years of experience as a government inspector or an ICAO auditor, preferably of aircraft operations, certification and supervision. Experience working at management level or in an advisory capacity in the areas of aircraft operations and flight safety, including involvement in project management and planning concepts. Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related to international obligations and government regulation of air transport and specifically relating to aircraft operations, certification and supervision.Desirable
An Airline Transport Pilot License (current or expired) with experience as pilot-in-command on large turbine powered commercial aircraft engaged in international operations is highly desirable. Knowledge of ICAO and its functions, including the functions of the different bureaus and offices, Air Navigation Commission (ANC), Council and Assembly and experience in working closely with senior officials at the State and International levels is a definite advantage. It should be noted that this post is to be filled on a temporary basis for an initial period of 1 year (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.
