The Opportunity

Plan International seeks for a Regional Finance & Operations Director (RFOD) to provide strategic leadership to ensure Regional Office of Americasโ€™ finance complies with internal standards and donor regulations. The role alerts regional Management and Global Hub to financial and operational risks and opportunities, while delivering strategic analysis and cost-effective solutions.

The RFOD oversees financial management, budgets, and operational areas including supply chain, legal, and IT, ensuring robust controls and compliance with policies and statutory requirements. This position drives alignment between regional and country-level finance and operational strategies, monitors CO and Cluster performance, and implements measures to meet key KPIs.

As part of the Regional Management Team and the Global Finance Leadership Team, the RFOD contributes to global strategy development and continuous improvement, while strengthening finance capacity across the region.

Planning, Monitoring & Analysis

Coordinate budgeting and forecasting across COs and Clusters Monitor Finance and Supply chain KPIs and spending patterns; advise on cash flow and treasury Drive data analytics and reporting improvements using Power BI; train COs and Clusters where neccessary Deliver strategic financial analysis and actionable insights to regional management

Compliance and Internal Controls

Ensure robust financial, supply chain, and IT controls across COs and Clusters, aligned with PII policies, local regulations, and donor requirements Provide accurate financial support and timely reporting; monitor month-end submissions Identify and mitigate financial, supply chain, and IT risks; maintain regional risk register Follow up on audit actions; oversee IT security and architecture standards

Grants Management

Review financial and operational aspects of proposals and donor contracts Ensure compliance with donor requirements; seek waivers where necessary Oversee timely donor reporting and improve cost recovery Guide purchase planning to optimize costs and ensure timely procurement

Supply Chain Leadership

Supply Chain at PLAN is an integral component & the backbone of programming & high quality project delivery. Between 20% (development context) to 60% (emergency response context) of the organizationโ€™s expenditures are managed by the supply chain function; thus it is a very critical & strategic function in the organization needing careful management & positioning in the region, including robust financial management practices and support.

Effectively represent Supply Chain in the RMT & ensure the inclusion of the Regional Supply Chain lead in relevant strategic & tactical management discussions & forums. Drive the robust inclusion of supply chain in project (grants, contracts, etc) lifecycle management in the region. Champion & support the right resourcing of Supply Chain in the region & the implementation of regional supply chain strategies for cost efficiency, on time services delivery and in meeting donor & regulatory compliance requirements Co-manage the regional supply chain lead in coordination with the Global Head of Supply Chain Promote a culture of continuous improvement, purpose driven supply chain & collaboration in the supply chain sub disciplines of sourcing, contracting, procure to pay, fleet management, asset management, warehousing&distribution processes, environmental sustainability, localization (partners and markets), emergency preparedness & other supply chain specialisms (ex. health supply chain, emergency response etc) Ensure alignment with global supply chain strategic goals, workplans, standards and risk mitigation practices

Cost-Effectiveness & Transformation

Promote cost-efficient delivery of programs and operations Align financial and operational strategies with funding opportunities; implement continuous improvement Lead ERP implementation and digital transformation projects as required.

Qualifications and experience

Relevant financial and business analysis qualification MBA or another relevant advanced degree preferable 8-10 yearsโ€™ experience in a similar senior role Experience with NGO implementing projects, particularly grants funded ideally gained in project countries. Previous experience overseeing operational functions (desirable) Knowledge and experience of using any/all of the following would be an added value (Preferred) : SAP ERP systems Power BI Dynamics 365 Experience in supporting a regional roll-out of an ERP platform would be an added advantage. (Preferred) Proficiency in English and Spanish
