Role Purpose

Plan International is a development and humanitarian organisation that works together with children, young people, supporters and partners to strive for a just world, where we are all equal. To do this we tackle the root causes of the challenges and inequalities that children and young girls face. Weโ€™re there for children from birth until adulthood and we enable children to prepare for and respond to crises and adversity.

The purpose of this position is to provide strategic direction and technical assistance to enable the Country offices involved in the programme to carry out programmatic work of high quality linked to civil society strengthening and partnerships. The position will play a key role in ensuring that targeted Country Offices implement the civil society strengthening and partnership work in alignment with the Space to Lead programme and in alignment with Plan Internationalโ€™s general development of its programmatic model for civil society strengthening. The regional CSS advisor will primarily work to support the country offices in implementing their work. The position provides technical support to Plan International staff in the design, implementation, monitoring, reporting and evaluation of the Sida-funded programmes in Benin, Togo and Zambia.

The role entails close collaboration with Plan International Swedenโ€™s Thematic Advisor on Civil Society Strengthening and Partnerships. In addition to providing Country Offices with the support they need, the incumbent is also expected to provide Plan International Swedenโ€™s Thematic advisor with support in methods development and all other work linked to programme implementation and monitoring of it. The position will work with Country Offices, Regional and Global Hubs and partner organisations as well as with the Thematic Advisors and Programme Specialists at Plan International Sweden. The regional advisor will also collaborate with the Regional Civil Society Strengthening Advisor in APAC.

The position will also support the scaling-up of Plan Internationalโ€™s work on Civil Society Strengthening through building and securing strategic partnerships, resource mobilisation, knowledge management and organisational learning, evidence-based advocacy and external representation in regional and international forums.

We work with children, their parents, teachers and political leaders. We are present in cities, villages, refugee camps and where major decisions are made. In this way, we create long-term change for individuals as well as entire communities. We are on the ground in disasters but also work long-term. At the same time, we work actively to ensure that all countries around the world have the best interests of children at heart. We have been building powerful partnerships for children, especially girls, for over 80 years and are now active in more than 80 countries.

Dimensions of the Role

Space to Lead! is a global programme funded by Sida through Plan International Sweden, implemented between October 2025- October 2028. The Space to Lead! Programme consists of five country programmes implemented in Bangladesh, Benin, Togo, Zambia and Timor-Leste. The partner portfolio consists of around 50 partner CSOs.

Overall aim of the programme is to contribute to a vibrant and pluralistic civil society where children and youth, particularly girls and young women aged 10-24, are empowered, exercise their rights and enjoy gender equality. The programme has an overall strategic focus on civil society strengthening, with a particular focus on support to youth-led organisations, and a thematic focus on sexual and reproductive health and rights (SRHR) and Protection from Violence (PfV). It has been developed to be relevant for the Strategy for Swedenโ€™s Development Cooperation with Civil Society (2024)1 that funds it.
