    Organizational Setting and Reporting Relationship
    While the position of Real Estate Management Officer resides with the Institutional Services Division (CSIS) within the Corporate Services Department (CSD), you will be strategically assigned to the Pakistan Resident Mission (PRM) within the Central and West Asia Department (CWRD), based at our Resident Mission Office in Pakistan.

    You will report to designated International Staff in the Field Office Support (FOS) Team and have matrix reporting line to Country Director, PRM or designated International Staff in the Resident Mission.

    Your Role
    As a Real Estate Management Officer, you will provide technical and operational support for implementing real estate and facilities improvement, expansion, construction, and relocation projects for ADB's Field Offices (FOs). Your primary focus will be the successful execution of the construction phase of the PRM New Office Project.

    You will work with CSIS's FOS team and consultants as part of a geographically dispersed team across the Asia-Pacific region. You will also support the contracts monitoring and operations, and contribute to other projects.

  • Analyze project costs for the PRM New Office Project Management Team (PMT), updating relevant project cost management templates and guidelines to ensure project funds and activities are utilized within established timelines.
Coordinate with the FOS budget team, PRM Finance and Administration Officer (FAO) and staff to prepare capital expenditure (CAPEX) budgets, revisions, and project progress tracking. Review and validate project expenditure against the approved CAPEX budget to inform planning for new budget requirements, reallocation needs, or reprioritization. Provide input in preparing standard procurement documents for technical and construction services, supporting the procurement process with a technical and operational perspective. Manage the entire contract lifecycle, ensuring compliance with contractual obligations. Assist in preparing financial and resource requirements, background materials, and validating the accuracy of computations for review by supervisor. Analyze and validate project outputs and outcomes, recommending corrective actions to ensure benefit realization. Contribute to project presentation materials and documentation for Project Steering Committees and prepare project related reports and documentation in line with governance frameworks. Manage institutional activities related to the PRM Special CAPEX project and other FOS CAPEX projects, such as communication, stakeholder engagement, and other planning and coordination activities. Develop and implement compliance and governance procedures for project control activities. Perform additional duties as assigned and reflected in your workplan.

Qualifications

You will need

Bachelor's degree in public administration, project management, business administration, finance, economics, accounting, law or relevant fields, preferably with advanced training. At least 8 years of relevant professional experience. Experience in project cost estimation and management, institutional procurement, financial management, project implementation support and coordination and planning activities is advantageous. Knowledge in accounting policies and principles, budget monitoring, budget control, cost analyses, and auditing. Knowledge of local government administrative systems, institutions, and procedures. Proficiency in the use of Microsoft 365 applications, other relevant computer-based programs and applications, such as eProc, budget management systems and familiarity with existing database management systems, and other relevant software and data analysis tools. Demonstrated capability to autonomously handle assigned transactions and conduct research within clearly defined parameters and procedures. Exhibit ability to collaborate with different internal and external clients in a multicultural environment and able to work with teams as a constructive team member. Excellent command of written and verbal communication skills in English. Please refer to the link for ADB Competency Framework for Technical Local grade 5.

Additional Information
This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This opening is a local staff position. It is open only to nationals and permanent residents of Pakistan.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
