Job Summary:
The Quality Improvement (QI) Officer will work under the supervision of the QI Coordinator. S/he will be responsible for the overall implementation of EQHA IIโs malaria intervention at private health facilities in Pursat. S/he will conduct the context assessment with Pursat PHD and malaria focal person to private health facilities. S/he is responsible for gather the practices, challenges and gaps of the implementation on malaria intervention at private HFs and work closely with PHD malaria team to raise the importance of the private sector in a functioning โprevention of reintroduction of malariaโ system to higher levels of the MOH; and (2) have malaria added as a reportable disease in national policy. S/he will work collaboratively with objective 1 and objective 2 of the EQHA II project to ensures successful implementation of the provincial and district level QI Technical Assistance (TA) approach at private healthcare facilities. This position will be based in Pursat.
KEY RESPONSIBILITIES AND CONTRIBUTIONS:
Technical Activities:
- Apply creative shared learning approaches to engage private providersโ in QI TA approach implementation over the course of program.
- With guidance from QI manager, QI-TA for private and coordinator and relevant technical team, ensure consistent practice of QI implementation principles across health facilities.
- Work with PHD malaria team to develop/contextualize the check-list for site assessment to private health facilities, document the learning and context to support the development to intervention package to improve quality of private sector in prevention of reintroduction of malaria.
- Support PHD malaria team to raise the importance of the private sector in a functioning โprevention of reintroduction of malariaโ system to higher levels of the MOH.
- Prepare training materials and equipment needed for the training/coaching visits addressing the need to improve healthcare processes and outcomes.
- Together with coaches PHD and/or OD team, conduct regular coaching visits and mentor the team of private providers to improve quality of services through the development of QI action plan and implementation.

- Support PHD in continuing to build capacity of provincial coaches who will continue the support tโoโ โprivate providers to implement change ideas in the areas of malaria through the Model for Improvement approach (including Plan-Do-Study-Act (PDSA) cycle for testing and implementing changes).
- Support EQHA II activities at provincial and district level to roll out key activities such as the QI e-learning, minimum licensing standards, and accreditation process.
- Facilitate exchange visits and learning session event on QI TA approach implementation among and/or between public and private health facilities.
- Work with the team of private providers to validate the data and analyze QI measures using run charts.
- Contribute to documentation and communication of successes and lessons from private health sector learned to QI Manager and Quality Implementation-Team Lead.
- Participate in technical and clinical meetings and events at the sub-national level (provincial and district levels)
- Help teams of private providers to prepare presentation of their results (storyboards or PowerPoint presentations) for sharing at particular events such as learning sessions, exchange visit and other relevant forums.
- Support in logistic arrangements for learning sessions or other relevant events such as Community of Practice meetings/workshops (i.e. budgeting, identify venue, participants, date, invitation, food, stationery, etc.)
Project Monitoring, Evaluation, Reporting, and Learning:
- Contribute to the development of and update annual, quarterly work plans and reports, and knowledge products including functional dashboard to ensure the EQHA IIโs Objective 3 activities are implemented successfully as planned.
- Support M&E Officer in collecting project indicators data and improving data validation, data analysis, data accessibility, data utilization, and QI dashboard.
- Ensure output and deliverables data are uploaded to data systems.
- Work closely with MERL team at national and subnational level to collect and monitor donor and performance indicators.
- Contribute to technical content of the progress reports.
- Contribute to achieving and producing technical deliverables (e.g., reports, presentations,
manuscripts). - Gathers and aggregates data to provide a summary / high level overview as needed.

QUALIFICATION:
- Cambodian National
- Bachelor's Degree in medicine, Public Health, Healthcare Management, and/or any other relevant fields.
- Certificates in Quality improvement course, hospital accreditation standards (preferrable)
EDUCATION/EXPERIENCE:
- Bachelor's Degree in medicine, Public Health, Healthcare Management, and/or any other relevant fields.
- Certificates in Quality improvement course, hospital accreditation standards (preferrable)
- Specialized experience is required in areas including, but not limited to, clinical management of malaria; infection control; program management and implementation; and program data management.
- At least 3 years work experience in a job which required project management responsibilities and related Quality Improvement and malaria work.
- Experience working with MoH in some capacity with positive relationships, either at national or provincial level.
- Experience working with private healthcare sector is an asset.
- Program management skills โplanning, monitoring, work plan development and management, budget management using excel.
- Capacity building, offering feedback, coaching, and mentoring skills.
- Facilitation and good coordination and interpersonal communication skills.
- Highly organized, comfortable working on multiple simultaneous projects and government agencies (national and sub-national)
- Demonstrated proficiency with using Microsoft Office (Word, Excel, PowerPoint, Teams SharePoint); digital communication platform (Zoom, Google meet)
- Ability to work well with others and to develop and maintain positive working relationships that get results among project staff, consultants, sub-grantees, and stakeholders.
- Adaptable and flexible in a variety of tasks contributing to work even outside of JD as required.
