NRC in the Islamic Republic of Iran:
NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced. ย Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its programme unit.
Roleย andย responsibilities
The purpose of the Protection (UDOC) Team Leader position is to implement UDOC / Protection activities and support the coordination of community engagement initiatives as defined by Country Office's strategy and policy frameworks, as well as Global available resources. UDOC / Protection standalone activities and promotion of community engagement will aim to improve the protection and access to assistance for displacement affected communities.
The Protection (UDOC) team leader will be responsible to implement UDOC / protection activities and coordinate efforts to promote communication with, and engagement of, communities in-line with NRC Global Guidance which is under revision. Specifically, this relates to all activities in Multi-Purpose Service Centers (MPSC) across Iran. In light of the policy and current context in Iran, (s)he will identify needs and gaps related to existing and potential activities in urban settings such as settlements and Multi-purpose Service Centers. (S)he will provide regular feedback on development of outreach and activities, as well as integrated programming, through MPSCs, community-led projects, and projects with local authorities such as municipalities.The following is a brief description of the role.
Generic responsibilities:
- Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
- Contribute to Protection/UDOC strategy development, project proposals and provide input on needs and gaps, considering where appropriate the possibility of expanding areas of response
- Manage and implement delegated projects (activities, budget, and project documentation) as delegated from AM in line with proposals, strategies, and donor requirements, and ensure high technical quality
- Provide regular progress reports to AM and specialist
- Ensure that projects target beneficiaries most in need of protection, explore and assess new and improved ways to assist
- Promote and share ideas for improvement and necessary changes in the activities
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of refugees and displaced in line with the advocacy strategy
- Ensure that key learnings are extracted from operations regarding protection and incorporate them into program strategy and staff development processes as relevant.
Specific responsibilitiesย
- Oversee activities in the MPSCs using the UDOC toolkit and approaches
- Management and oversight of service contracts in MPSCs, coordinating closely with relevant CCs and IPs.
- Identify, in coordination with other CCs and Partnership unit, implementation opportunities for various NRC activities in MPSCs and coordinate, where necessary, with other partners, local or international, to expand service provision.
- Referrals systems, service mapping and adequate signpost in MPSCs
- Plan and implement multi-sectoral need assessments in communities in the proximity of MPSCs and inside settlements in respective provinces in accordance with Area strategies and action plans
- Support and mentor local partnersโ staff to adopt a participatory approach to management of MPSC and project implementation in general
- Provide reports and updates on community feedback or engagement of individuals and communities in MPSC to CCs and promote integrated/area-based responses
- Support and encourage CCs in using participatory approaches in projects in and around the MPSC, in settlements or with municipalities
- Document and share progress reports, case studies, programme results, success stories and the potential for replication and scaling-up with relevant stakeholders as required.
- Participation in relevant coordination forums with key stakeholders while communicating and liaising with provincial authorities and related interfaces in line with project objectives.
- Provide input to colleagues for proposal writing and fundraising purposes.
