Project Context and Scope This consultancy contributes to IOM Ukraineโs activity implementation for the project titled โEnhancing protection of vulnerable populations in Ukraine by combatting human trafficking, promoting safe migration and ensuring survivors access to assistanceโ which intends to enhance the protection and resilience of vulnerable people in Ukraine by preventing human trafficking, providing comprehensive assistance to survivors of human trafficking, exploitation, gender-based violence (GBV) and war-related violence, and strengthening the capacity of governmental and civil society actors for counter-trafficking and protection response, which is funded by the Ministry of Justice of Sweden.

- Analyze IOM Ukraineโs human trafficking caseload for 2024 and Jan-Jun 2025, following IOM data protection protocols. Theย selected consultantย willย analyze cases of human trafficking from the IOM Ukraineโs protection case management on Salesforce platform, that were assisted in 2024 and Jan-Jun 2025.ย This will involve conducting comparative analyses to identify various trafficking patterns and trends, types of exploitation, and the links between emerging forms of human trafficking and the ongoing war.ย
- Identify trafficking patterns and trends, including but not limited to socio-demographic profiles of trafficking survivors and recruiters; patterns throughout acts and means of trafficking cases; analysis of types of exploitation and correlation of newly emerged forms of human trafficking to the ongoing war; analysis of survivorsโ readiness to apply for governmental support as well as referral pathways; analysis of survivorsโ needs and correlation of needsโ changing based on the incident timing, etc.ย
- Actively collaborate withย protection team to verify the accuracy and relevance of all analytical outputs.
- Prepare and submitย comprehensive analytical report on the results of the human caseload analysis, up to 15 pages, in Ukrainian and English.
- Prepare and submit two-pagers in Ukrainian and English with main results of the caseload analysis.ย

- Ongoing: Regular meetings with IOM representatives to track the progress in the form of weekly meetings in Teams throughout the consultancy period.
- Deliverable 1 byย 18 October 2025:ย Activities mentioned in paragraph 6 are fully delivered at a satisfactory level, analytical reports prepared and submitted.
The Consultant will be paid in one installment after completion of deliverable 1.ย
Education- Masterโs degree in Law, Public Administration, International Relations, Development Studies, or a closely related field from an accredited institution, along with a minimum ofย ten years ofย experience in combating human trafficking, migration management, international development, development policy, and research and analysis. Alternatively, a bachelorโs degree in any of the aforementioned fields with at leastย twelve years of pertinent experience will also be considered. Experience
- Proven expertise and in-depth knowledge ofย the issue ofย human trafficking and exploitation, provision of case management services for survivors of human trafficking, roles and responsibilities of NRM stakeholders in Ukraine and assistance available to survivors.ย ย
- In-depth understanding of counter-trafficking work in crisis or humanitarian settings.
- Demonstrated analytical skills and excellent communication and report writing skills.
- Proven track record of analyzing data and producing high-quality reports on human trafficking and exploitation, both in Ukrainian and English. Skills
- Strong ability to maintain accuracy and thoroughness in all aspects of work, high attention to details and maintaining confidentiality issues.
- Excellent organizational and time managementย skills. Languages
