ContextThe UNODC Global Maritime Crime Programme, Indian Ocean West Programme targets support across the criminal justice systems of States in the Indian Ocean region, including the police, prosecutors, judges and prison staff. A wide array of support is provided including training and expert technical advice, aimed at increasing capacity to prosecute and detain suspects of piracy and wider maritime crime. This position is located in the UNODC Global Maritime Crime Programme office, UNODC Pro-gramme Office in Mozambique (POMOZ), in Maputo, Mozambique. The incumbent will perform his/her duties and responsibilities under the direct supervision of the Programme Coordinator for the Indian Ocean West Programme of the UNODC Global Maritime Crime Programme.
Task DescriptionUnder the direct supervision of the Programme Coordinator (Indian Ocean West Region), the UN Volunteer expert will assist in the implementation of activities that are carried out under the Global Maritime Crime Programme (GMCP)โs Indian Ocean West (IOW). The expert will work across countries in which the UNODC GMCP Western Indian Ocean operates to plan and coordinate the implementation of Maritime Law Enforcement (MLE) programmes. The objective is to coordinate capacity building projects and ensure MLE Units are regularly and operationally engaged in providing security as well as the detection and investigation of maritime crime in their respective areas of operations. The UN Volunteer will undertake the following tasks: โข Assist the IOW Programme Coordinator in the development, implementation and evaluation of the programme activities under the Global Maritime Crime Programme; โข Assist the IOW Programme Coordinator and other team members in identifying technical assis-tance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement and other criminal justice authorities Mozambique and in the region; โข Support the planning and delivery of activities in Mozambique and across the wider Indian Ocean region, ensuring coordination and coherence with ongoing GMCP initiatives; โข Assist the IOW Programme Coordinator and other team members with the preparation and dis-semination of terms of references and other related project documentation on maritime crime โข Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research ac-tivities and studies; โข Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc., relating to maritime crime issues in Mozambique and the region; โข Provide administrative and substantive support to the IOW Programme Coordinator in view of consultative and other meetings, workshops, conferences, etc. โข Assist the IOW Programme Coordinator with administrative processes related to donor reporting, coordination of visibility and communication plans, liaising with the Monitoring and Evaluation teams etc. โข Support field missions to locations in Mozambique and the region where GMCP carries out pro-gramme activities, including provision of substantive and administrative support, data collection, etc.; โข Perform any other duties as required/assigned.

Living conditions and remarksThe Republic of Mozambique, a southeastern African country, is situated along the Indian Ocean coast, just below the Equator. Mozambique gained independence in 1975 after nearly five centuries of Portuguese colonial rule. The countryโs territory includes several offshore islands and extends in-land to form a broad plateau region. Maputo, located in the far south, serves as the national capital and principal port city. Mozambique shares borders with Tanzania to the north, Malawi, Zambia, and Zimbabwe to the northwest and west, Eswatini (Swaziland) and South Africa to the southwest, and the Indian Ocean to the east. The countryโs coastline stretches for about 2,500 kilometres (1,550 miles), one of the long-est on the African continent, providing rich marine resources and major ports such as Beira and Nacala. Mainland Mozambique can be divided into several main climatic and topographic zones: the low-lying coastal plains along the Indian Ocean; the central plateau with rolling hills and savannas; and the western highlands bordering Malawi and Zimbabwe. The Zambezi River, one of Africaโs largest, flows from west to east through the country before emptying into the Indian Ocean. The climate is generally tropical, with a rainy season from November to April and a dry season from May to Octo-ber. Temperatures are moderated by altitude and proximity to the ocean, with warmer, humid condi-tions along the coast and cooler climates inland and in the highlands.
