Work LocationABEYI Expected duration12 months Duties and ResponsibilitiesOrg. Setting and Reporting This position is located within the United Nations Interim Security Force for Abyei (UNISFA). The Project Operations Officer will provide operational, analytical, and administrative support to infrastructure-related projects and legacy initiatives within the mission area. The incumbent is responsible for managing project costing and Work Breakdown Structure Elements (WBSE), conducting risk assessments, supporting data management processes, and coordinating cross-functional activities to ensure effective project implementation and operational efficiency. Responsibilities Within delegated authority, the Project Operations Officer will be responsible for the following duties: 1. Operations โ€ข Oversee, maintain, and analyze biometric data systems related to the Camp Management Services Contractor, ensuring data accuracy and integrity. โ€ข Support the implementation of infrastructure-related initiatives and the completion of legacy projects, ensuring alignment with mission objectives, quality standards, and timelines. โ€ข Analyze operational data and develop visualization tools to identify trends, optimize resource utilization, and provide data-driven recommendations for improved workflow efficiency and proactive planning. โ€ข Facilitate the smooth transition and integration of legacy projects into ongoing mission infrastructure frameworks. โ€ข Maintain comprehensive project documentation including risk assessments, progress and performance reports, and related financial and procurement records. โ€ข Coordinate with relevant units to ensure the timely finalization, close-out, and reporting of infrastructure projects. 2. Planning โ€ข Assist in the preparation of cost estimates, project proposals, concept notes, and reports related to infrastructure and facility management initiatives. โ€ข Monitor and review project budgets to ensure optimal allocation and utilization of resources in accordance with approved financial frameworks and UN regulations. โ€ข Track and update Work Breakdown Structure Elements (WBSE) to ensure accurate and transparent project costing. โ€ข Support the preparation of the Unitโ€™s annual work plan, Enterprise Risk Management (ERM) register, and performance and progress reports. โ€ข Contribute to the development of long-term maintenance and sustainability plans for legacy infrastructure assets. 3. Administration โ€ข Support administrative and compliance functions by ensuring adherence to UN rules, regulations, policies, and standard operating procedures. โ€ข Provide guidance to staff on administrative matters, including policies, workflows, and operational procedures, and assist in the induction and orientation of new personnel. โ€ข Draft, review, and finalize routine correspondence and communications related to project operations and administrative activities. โ€ข Review supporting documentation for the processing of payments related to goods and services received, ensuring completeness, accuracy, and compliance with financial requirements. โ€ข Liaise and follow up with relevant sections and units, including Procurement, Acquisition Management, and Finance, to ensure the timely processing of project-related requests and transactions. 4. Other Duties โ€ข Perform other related duties as assigned, including providing support to mission-wide initiatives, special projects, and cross-functional coordination efforts as required. Qualifications/special skillsA university degree (Bachelorโ€™s degree or equivalent) in Engineering or a related field is required. Supplementary courses or additional training in administration, human resources, finance, project management, or related areas are desirable. โ€ข A minimum of seven (7) years of progressively responsible experience in engineering, project management, facilities operations, administrative services, finance, accounting, human resources, auditing, or a related field is required. โ€ข Experience in managing project costing, Work Breakdown Structure Elements, and project reporting is required. โ€ข Experience in analyzing biometric attendance data and utilizing data-driven tools to monitor and optimize resource and facilities management operations is required. โ€ข Experience and understanding of United Nations field mission infrastructure projects or similar international organizational contexts are desirable. โ€ข Experience working with Enterprise Resource Planning (ERP) systems or similar platforms in the areas of scheduling, inventory control, procurement, and/or logistics is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
