For more information on UNOV or UNODC, please visit the websites: www.unov.org and www.unodc.org ResponsibilitiesResponsibilities: The main focus of the Law Enforcement Solutions team is developing and supporting sustainable and affordable Intelligence Solutions for Law Enforcement and making these solutions available to UNODC programmes and to government institutions of Member States, including law enforcement, investigative, prosecutorial, intelligence, regulatory, anti-corruption, asset recovery and drug control authorities. Within assigned authority, the incumbent will be responsible for the following specific duties: โข Participate in the planning, conceptualization, development and coordination of projects for the development and deployment of sustainable and cost-effective law enforcement IT solutions and the making of these solutions available to key anti-drug and anti-crime government agencies of Members States. โข Coordinate or manage negotiations with law enforcement agencies regarding the development and deployment of applications; present and introduce applications to government agencies and donors. โข Within the framework of the project, provide expert guidance on complex systems analysis and design for law enforcement agencies; identify the need for new systems or modifications to existing systems; provide support to the management of the development of plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. โข Conceptualize, plan, enhance, develop, implement, support and/or monitor the expansion of the existing law enforcement solutions โgoCASEโ, โgoIFARโ and other products required by UNODC programmes globally. โข Serve as the IT product manager by providing or otherwise securing the development/deployment of the new IT software products for law enforcement agencies. โข Work closely with UNODC substantive experts at UNODC HQ, country and regional levels and provide technical support and guidance on IT solution for existing or new projects. โข Undertake technical consultations with UNODC subject-matter experts and high level officials of Member States and international organizations (e.g. Anti-corruption commissions, drug law enforcement agencies, courts of justice, prosecutors-general, investigative bodies), potential beneficiaries of the UNODC goPortfolioโs law enforcement products, potential donors, and other participants working in the criminal justice systems; make technical presentations of the global products developed by the law enforcement solutions team in various fora as appropriate. โข Participate in planning, preparation and reviewing of the project budget and the teamโs work plan. โข Ensure proper coordination with the development team, Quality Assurance Team (QAT) and coordinate proper planning of releases according to agreed timelines. โข Within the scope of the existing Service Level Agreements, ensure that new requirements and/or technical support requested by the Member States are addressed and provided efficiently and in a satisfactory manner. โข Manage the process of the Service Level Agreement for the deployment services carried out by the team; follow up on budgetary issues and provide updates; liaise with relevant sections in UNODC and substantive offices; monitor the funding status and liaise with the Division for Management to ensure proper recording of financial actions and payments. โข Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Perform other work-related duties as may be required. Of the minimum years of experience, at least two years of professional work experience in managing, developing, installation, deploying and training of IT systems and solutions preferably in law enforcement, crime prevention, criminal justice, anti-corruption, drug control area or similar, with emphasis on investigative data and case management, are required. Experience in analyzing complex business problems and designing software solutions with emphasis on the .NET framework is required.
