Since joining GGGI in 2012, Papua New Guinea (PNG) has embarked on a partnership to foster sustainable and inclusive economic growth. GGGI established its presence in PNG in 2018, working closely with the government to integrate climate-resilient green growth (CRGG) strategies and execute green growth projects by mobilizing climate finance and investments. The GGGI PNG main office is strategically positioned within the Climate Change Development Authority (CCDA) of the Government of Papua New Guinea, with additional presence at the Center of Excellence for Financial Inclusion housed within the Central Bank of Papua New Guinea. GGGI also operates at the sub-national level, engaging with provincial governments in the Eastern Highlands, Enga, Manus, Morobe, New Ireland, Milne Bay, and Simbu provinces. Over the next five years, the GGGI PNG Program is set to expand its activities, supported by funding and partnerships with Australia, New Zealand, France, Luxembourg and the Green Climate Fund (GCF). The program aims to promote inclusive green economic growth in PNG, targeting the mobilization of USD 500 million in climate investments and the enhancement of climate resilience and green growth planning at both national and sub-national levels.
GGGI PNG is currently implementing several national and regional projects, including GCF funded initiatives to enhance climate resilience, green growth, and sustainable development at national and subnational levels. To strengthen the implementation of ongoing initiatives, GGGI seeks a highly motivated Project Officer to support two key projects under the GGGI PNG Program. The selected candidate will work closely with government counterparts, development partners, and other stakeholders to ensure the effective coordination and execution of project activities.
POSITION SUMMARY
The Project Officer will play a pivotal role in coordinating and leading project activities under the GGGI PNG Program, particularly for GCF-funded projects and other small-scale initiatives. The role will focus on strengthening collaboration with government counterparts, facilitating policy discussions, and ensuring smooth implementation of project activities in alignment with GGGIโs strategic objectives and national priorities.
Reporting to the Country Representative, this position will lead coordination efforts, engage with project teams, and facilitate communication with key stakeholders to enhance project efficiency and effectiveness.
The Project Officer will synthesize project outcomes, support strategic decision-making, and ensure compliance with GGGI's policies and procedures. The role requires the ability to oversee multiple workstreams, maintain effective government engagement, and provide technical support in project coordination and reporting. Additionally, the incumbent will work closely with the Monitoring, Evaluation, and Learning (MEL) and the Gender Equality, Disability, and Social Inclusion (GEDSI) colleagues of GGGI PNG Program to integrate MEL and GEDSI strategies into project activities.
PURPOSE
- Lead the coordination of GCF-funded projects and other small-scale initiatives, ensuring effective planning, execution, and monitoring.
- Develop and maintain project work plans, budgets, and report documentation.
- Strengthen collaboration with government counterparts, ensuring their active engagement in project implementation and policy discussions.
- Provide input on policy recommendations and technical guidelines to support project implementation.
- Assist in research, policy analysis, and development of project-related reports and technical documents.
- Support knowledge-sharing initiatives and capacity-building activities to enhance stakeholder engagement.
- Act as a focal point for engagement with government agencies, development partners, and private sector stakeholders.
- Coordinate and facilitate Technical Working Group (TWG) meetings and Project Management Committee (PMC) meetings to ensure stakeholder alignment and decision-making.
- Write monthly, quarterly, annual, and project closing reports in accordance with GGGI and donor guidelines.
ENGAGEMENT
- Work under the direct supervision of the Country Representative (CR) and in close coordination with the Deputy Country Representative (DCR) and project teams to ensure seamless execution of project activities.
- Establish and maintain strong working relationships with government ministries, departments, development partners, and key national institutions.
- Engage with internal and external stakeholders to facilitate knowledge exchange, capacity building, and project sustainability.
- Represent GGGI in technical meetings, working groups, and stakeholder consultations to advocate for green growth initiatives.
- Facilitate regular communication between project teams and government stakeholders to ensure alignment with national policies and project deliverables.
- Support the Country Representative with HQ and donor reporting.
- Coordinate and facilitate Technical Working Group (TWG) meetings and Project Management Committee (PMC) meetings, ensuring key stakeholders are aligned and engaged in project progress and decision-making.
DELIVERY
- Effective coordination of GCF-funded projects and other small-scale initiatives, ensuring timely execution of deliverables.
- High-quality project documentation, including progress reports, technical input, and policy recommendations, and implementation plans.
- Strengthened government engagement, demonstrated through active participation in policy discussions and knowledge-sharing platforms
- Facilitation of Technical Working Group (TWG) meetings and Project Management Committee (PMC) meetings, ensuring key stakeholders are engaged in decision-making.
- Development of capacity-building initiatives for government stakeholders to enhance institutional sustainability.
- Identification and mitigation of project risks to ensure smooth implementation.
- Ensuring compliance with GGGIโs policies, funding agreements, and government regulations.
- Timely and high-quality donor and HQ reporting.
REQUIREMENTS
QUALIFICATIONS
- Bachelorโs degree in environmental science, Public Policy, Development Studies, Climate Change, or a related field.
- At least 6-8 years of relevant work experience in project management, government coordination, or policy implementation.
- Experience working with the PNG Government, including engagement with relevant ministries and agencies.
- Strong background in coordinating donor-funded projects, particularly GCF-funded projects or similar initiatives.
- Knowledge of climate resilience, green growth, and sustainable development is an advantage.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); experience with project management tools is a plus.
- Fluency in English; knowledge of Tok Pisin is an asset

WORKING CONDITIONS
This is an X8, national grade level in GGGI's salary scale. For X8 PNG national grade, the base salary starts from USD 35,721. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
