Background

Bangladesh is undergoing a pivotal electoral transition with significant reforms aimed at restoring trust in democratic processes. The newly established Bangladesh Election Commission (BEC) has requested support from UNDP and international partners to strengthen its institutional capacity and deliver credible, transparent, and inclusive elections.
In response, UNDP is implementing a multi-year project. The Democratic Reforms through Inclusive Participation in Bangladesh (DRIP) project aims to advance a more inclusive and participatory democracy by ensuring that diverse voicesโ€”particularly those of women, youth, and socially excluded groupsโ€”are effectively represented in political, governance, and decision-making processes. The project emphasizes enhancing institutional capacities, generating data-driven evidence, and fostering civic engagement to support transparent, accountable, and inclusive electoral and governance reforms.
The project is structured around two key Outcomes:

Democratic reforms and electoral processes are more credible, inclusive, and transparent. Research and evidence are generated and utilized to empower citizens in advocating for transparency, accountability, and inclusive electoral processes.

The DRIP project will be jointly implemented by UNDP and UN Women in collaboration with academia, think tanks, media, and a broad spectrum of state and civil society actors, including Women Rights Organizations (WROs) and Women-Led Organizations (WLOs).ย

Duties and Responsibilities

The Project Officer (Monitoring and Evaluation) will work under the overall guidance of the Chief Technical Electoral Advisor of the DRIP project. The Project Officer (Monitoring and Evaluation) will also collaborate with government counterparts, civil society organizations, and donor partners to ensure effective implementation of monitoring, evaluation, and learning activities within the project framework.

The Project Officer (Monitoring and Evaluation) will be responsible for tracking the projectโ€™s results, preparing reports for the project, donors and government counterparts. S/he will substantially contribute to achieve the targeted projects results.ย 

Develop a comprehensive Project Officer (Monitoring and Evaluation) plan in line with project objectives, UNDP standards, and national governance priorities. Develop and strengthen monitoring, inspection, and evaluation procedures within the project. Monitor all project activities, expenditures, and progress towards achieving the project output. Recommend further improvement of the logical framework. Develop monitoring and impact indicators for the project success.ย  Develop TOR for impact, tracer, or research study. Monitor and evaluate overall progress on achievement of results. Monitor the likely sustainability of the project's results. Provide feedback to the Chief Technical Electoral Advisor on project strategies and activities. Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.ย  Undertake field visits to assess the improvement needed on existing monitoring and evaluation system. Develop indicators and a monitoring strategy for the project. Develop mid-term evaluation and end-evaluation plan, engage expert firm/consultants and guide to prepare solid evaluation of the projects.ย  Report monthly, quarterly, and annual progress on all project activities to the Chief Technical Electoral Advisor. Produce donor reports and organizational reports, such as - annual report. Organize annual conference to present the findings of the report. Provide inputs, information, and statistics for quarterly, annual and other reports to Project Management and UNDP; and

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

Advanced University Degree (Masterโ€™s degree or equivalent) from any reputed educational institution, in Law/ Public Administration/ Political Science/Economics/Statistics/ Human Rights or other relevant experience is required, orย  A first-level university degree (bachelorโ€™s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Applicants with Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Minimum 2 years (with Bachelorยดs degree) of relevant experience in the field of monitoring, evaluation and reporting of rights-based programming preferably with (but not limited to) international organizations.ย  Skills in developing tools for measuring the results/impact of policy projects. Experience in information analysis and report writing.ย  Preference for those with an in-depth knowledge of democratic governance.ย  Proven experience and skills in developing monitoring, evaluation and research tools is required. Experience in working with government institutions, local communities, civil society partners, government officials is an asset. Experience of designing and monitoring studies and research is an asset. Ability to communicate effectively with high-level government stakeholders, CSOs, mass public representatives Good inter-personal and teamwork skills, networking aptitude, ability to work in multi-cultural environment will be desirable.

Required languages:

Fluency in English and Bangla is required.ย
