BACKGROUND
Plan International is an independent development and humanitarian organization that advances childrenโs rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the countryโs purpose is in line with the global Plan Internationalโs Purpose โto advance childrenโs rights and equality for girlsโ. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects and influencing decision-makers and key stakeholders to make the required changes.
Plan Indonesia with support from Plan international Denmark in partnership with PREDIKT will implement climate education, resilience, and innovation action (CERIA) project in DKI Jakarta. Climate change has become a global challenge that deeply affects the lives of children everywhere. In Indonesia, the impacts are already visibleโparticularly in densely populated urban areas like Jakarta. For children growing up in informal settlements, floods, air pollution, and extreme weather are not distant threats but part of daily life. These conditions disrupt education, limit safe spaces for play, and create constant fear of the next disaster, ultimately hindering childrenโs opportunities to learn and build a better future. Jakarta is among the worldโs most climate-vulnerable cities. Rapid urbanization, land subsidence, inadequate drainage systems, and rising sea levels have all contributed to increasingly severe flooding each year. At the same time, pollution from traffic and industry continues to deteriorate air quality, affecting millions of residentsโespecially childrenโwhose health and development depend on a safe and clean environment. The CERIA project was designed to respond to these challenges. Over three years (1st January 2026-31 December 2028), it will be implemented by Plan Indonesia in partnership PREDIKT. The focus target participants are in 15 schools, 30 youth-led organizations, and two local climate networks. The project will focus on three administrative areas of JakartaโNorth, West, and East Jakartaโwhere communities face high vulnerability to climate-related hazards. The project will engage approximately 6,000 children aged 7โ13 and 3,000 young people aged 14โ24. Activities will include strengthening climate education in schools, supporting youth-led community climate actions, and advancing inclusive, gender-responsive advocacy on climate policies. Through these efforts, the project aims to enhance the capacity of children and young people to adapt to climate risks and to contribute actively to building resilient communities. Evidence shows that Indonesiaโs education system is still not fully equipped to address climate change. Although the 2013 national curriculum and the Adiwiyata School Program include environmental awareness components, implementation remains inconsistent. Many teachers lack the skills, knowledge, and resources to effectively teach climate- related topics. A survey conducted by Jakartaโs Provincial Disaster Management Agency and PREDIKT revealed that nearly half of Jakartaโs schools lack disaster management procedures, and few conduct regular disaster drills or integrate disaster and climate education in their lessons. Beyond schools, youth-led initiatives also face significant challenges. Many young people in local communities are eager to act on climate issues but lack access to funding, technical support, and networks that could help scale up their ideas. As a result, numerous innovative local actions remain small in scope and fail to gain the recognition they deserve. Strengthening youth leadership and ensuring they have the resources to drive local climate adaptation are therefore key components of the project. Children and young people also remain largely excluded from decision-making processes related to climate policy at both local and national levels. Their participation is often limited or symbolic, and gender inequality continues to restrict girlsโ involvement in leadership and advocacy. However, meaningful participation of children and youthโespecially girls and young womenโcan bring valuable perspectives, ensuring that climate actions are more inclusive, equitable, and sustainable. Through its integrated approachโcombining climate education, local climate action, and policy advocacyโthe CERIA project seeks to empower children and young people as key actors in climate mitigation and adaptation.
ROLE PURPOSE
This project directly supports Plan Indonesia core objectives to build safe and resilient generation. YPII has long experience and expertise on climate change, youth led climate and campaign as well as GEDSI, safeguarding and PSEAH.
The project manager is responsible for the project management stages: 1) designing for the growth of the program portfolio through proposal development and ideation, and other supporting documents, such as case studies and lessons learned, 2) planning stage on preparing the project document and internal processes, as well as developing exit strategy and project sustainability plan, and coordination with internal and external stakeholders, 3) implementation stage on project activities and deliveries including archiving and PMERL, 4) monitoring, evaluation and research, 5) closing stage which include final reporting, handover asset and close-out workshop. S/he will support the influencing work to strengthen the Planโs position on PSHEA and GBV networks at the national level.

ACCOUNTABILITIES
Responsible Project Management: Support project design stage, including ideation with partners, youth group and community, including womenโs group, disability group, which is in line with CS5 core objectives through learning documents and progress achievement tracking Deliver the project planning and implementation stages, including development of all supporting documents, partnership assessments, preparation and updating of the internal system in SAP, PMERL, DIP, or any other system applicable in Plan Indonesia. Ensure the implementation runs smoothly based on project compliance, audit, and the Operation Manual. Responsible for developing the exit strategy and sustainability plan from the early stages of the project and sharing them with external stakeholders Establish strong coordination and communication with internal and external stakeholders, including donors, government (local and national), partner networks, and communities Lead in project monitoring, evaluation, and research, in collaboration with the MER team or other related units, both internally and externally. In charge of the dissemination of research results, together with the communication team or the external relations team Lead in the project closing stage, in collaboration with the grant management team or other related unit, to ensure the sustainability plan and scale-up strategies are well implemented, hand over assets, close internal systems, and submission of high-quality reports Ensure GEDSI and safeguarding approaches are well mainstreamed and implemented throughout the project management stages. Communication and Reporting Conduct monitoring to target project location and facilitate discussion and coordination between donors, stakeholders, program participants and partners (education networking). Maintain communication with the partner, MER, and team on project planning and implementation. Monitor project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed) Prepare progress reports for the internal Plan every quarter and on other bases if needed Prepare informative and high-quality reports and any other required information for NO, donors, or external stakeholders, including for publication in Plan Indonesiaโs platforms Collaborate with the communications team to develop and disseminate the project's related communications strategy, both internally and externally stakeholders, including producing the learning documentation, best practices, case studies, Op- Ed, and other product knowledge Lead the development of project learnings, in collaboration with MER and other relevant teams, including involving government, partners, youth networks and other program participants. Seek innovation and put in place improved learning practices within and outside the program Represent the Plan in the relevant network meetings and/or conferencesNetworks and Partnership: Establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation Support the partnership team to conduct partnership assessment and capacity assessment for partners, including youth networks, along lead the programmatic capacity building for partners and youth networks Maintain and expand high-quality and strategic relationships with project stakeholders, as well as reviewing reports and indicators, including promoting Plan Indonesiaโs works as youth youth-focused organization and NGO of choice on girls' rights in development and humanitarian as well as gender equality. Link program participants to local and national resources, networks, or funding to continue or scale up their initiatives, in collaboration with the Resource Mobilization and Program Development team Develop and implement the advocacy agenda and campaign, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia Support the youth engagement team to strengthen youth centeredness program, involving the Youth Advisory Panel (YAP) and Planet, to ensure a coherent youth-led movement and a youth-led advocacy initiative in Indonesia Management: People, System, and Process
Supervise and provide mentoring/coaching to the project team to improve professional and technical capacity on the strategic and practical project implementation Manage budget and PC in Planโs system (SAP), in coordination with Finance and Procurement teams Work with the CLT and CMT, program, and technical team to devise strategies, policies, and protocols to promote the diversity of youth feel create a safe and protected environment while engaged with YPII and external stakeholders related to YPII, including upholding the implementation of PSHEA. Developing close coordination with the partner to ensure all project outputs are well achieved Safeguarding Children and Young People (Safeguarding) and Gender Equalit, Disability, and Social Inclusion (GEDSI) Ensures that Plan Internationalโs global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work. Participates actively in capacity-building and learning events on Safeguarding Children and Young People and Gender Equality and Inclusion. Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GESI. Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan Internationalโs Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE
Experience and Knowledge
Bachelorโs Degree with a minimum of 5 years of experience in social work on child protection program, Gender equality, advocacy, in the development and humanitarian sector (as a plus point) Strong understanding and experience working with the several donors (compliance, accountability, and reporting) as well as able to provide technical guidance and monitoring to local implementing partners Adept at technology, such as Microsoft Office, Google Forms, and meeting platforms such as Zoom Familiar and passionate about working with a variety of partners. Skilled in facilitating workshops, training, consultation, dialogue, and Understanding the climate education implementation in Indonesia, climate mitigation and adaptation priorities from national government. Knowing advocacy tools like policy briefs, stakeholder mapping, or position papers. Able to develop reporting (narrative including stories) based on donor requirements. Good command of English, written and spoken, is highly desired, good writing skills, familiarity with development sector terms is highly desired Familiarity with DRR, Climate change, and its networking.
