Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Climate Change Division works with international and national partners, providing technical assistance and capacity building support for the development and implementation of climate change policy and action, and strengthening the capacity of developing countries and countries with economies in transition to respond to climate change. Background The Global EbA Fund (GEBAF) is a grant funding mechanism established in 2020 to support innovative Ecosystem based Adaptation approaches. The Fund is structured to support catalytic initiatives to help to overcome identified barriers to upscaling EbA. The Fund aims to address the gaps in knowledge and planning for EbA, as well as increase access to public and private funding for catalytic adaptation interventions. This post is located at the Nairobi duty station. The funs is implemented jointly by UNEP and IUCN and is financed by the Federal Ministry for the Environment Nature Conservation and Nuclear Safety (BMUV) International Climate Initiative (IKI). The consultant will primarily manage the Global EbA Fund project. Reporting Line Under the guidance and overall supervision of the UNEP Chief of Climate Change Adaptation Unit/Portfolio Manager, and working closely with the Executing Agencies, the Consultant Task Manager will provide specific technical inputs to support UNEPโs adaptation portfolio. The Consultant Task Manager will provide support for the implementation of a project that are funded and supported by Germanyโs Federal Ministry for the Environment Nature Conservation and Nuclear Safety (BMUV) International Climate Initiative (IKI), and the development of a Green Climate Fund (GCF) project Duties and Responsibilities The work plan will be split two ways: 80% on delivery and implementation of the Global EbA Fund; and 20% on the development of a Kenya GCF project. A detailed description of the responsibilities expected of the Consultant Task Manager are as follows: 2.1 Delivery and implementation of the Global EbA Fund (80% of overall time This task will involve working closely withkey partners to support the effective implementation, monitoring, and reporting of the Global EbA Fund. Responsibilities include tracking project progress, analyzing outcomes, drafting reports, and coordinating key meetings and documents for Fund management. Specific tasks include: โข Coordinating the Global EbA Fund in collaboration with the co-implementing partner,IUCN. This includes convening and contributing to weekly project meetings with IUCN,providing strategic guidance on Fund operations. โข Leading the drafting of key Fund deliverables, including quarterly IPMR reports for UNEPand annual and semi-annual reports for IKI. โข Reviewing project proposals submitted through the Global EbA Fundโs online portal andsupporting the selection of successful grantees. โข Providing technical assistance, including training and capacity-building activities duringwebinars and other events. โข Organizing the semi-annual Fund Steering Committee meeting and preparing the requiredboard documents in collaboration with IUCN. โข Synthesizing project information for presentation to the Fund Steering Committee. โข Contributing to joint technical publications and communications while liaising with IUCN, UNEP and other external partners. โข Facilitating awareness-raising, communication, and capacity-building activities, including the Africa Grantee Learning Workshop (July 2025) and the 11th EbA Knowledge Day (June 2025). โข Supporting broader UNEP climate change initiatives as needed. 2.1 Delivery and development of the GCF proposal: Resilient Green and Blue Economies in ASALs of Kenya (20% of overall time) The tasks include managing ongoing consultancies and deliverables related to the development of the Green Climate Fund (GCF) proposal, ensuring alignment with project objectives. Key tasks include: โข Overseeing ongoing consultancy contracts and deliverables, including the financial model study. โข Preparing TORs and managing consultants conducting studies in support of the GCF proposal, as required. โข Reviewing and approving consultancy deliverables and financial reports, coordinating payments with Project Management Assistant(s) and finance assistants. โข Following up on feedback related to the GCF concept note in close collaboration with the Chief, Climate Change Adaptation. โข Engaging with and providing updates to Kenyaโs National Designated Authority (NDA) โ National Treasury and ICRAF, the projectโs implementing partner. As well as any other tasks required. Qualifications/special skillsA Masterโs degree in natural resources management, social sciences, environmental sciences/studies, development, economics or other relevant disciplines is required. A first level degree with additional two years of qualifying experience maybe accepted in lieu of an advanced university degree At least 5 years of work experience year at the international level, including one year experience with projects in developing countries and experience in adaptation project design and management is required Experience working with the UN is an asset; Experience in working with bilateral and multilateral climate funds such as IKI, GCF, GEF,and/or AF an asset LanguagesFluency in oral and written English is required.
