PROJECT OVERVIEW:
The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State, running from 2019 to 2027. In the Philippines, EpiC has two workplans each with its own technical scope and budget, one focused on achieving HIV epidemic control, and one focused on strengthening global health security (GHS). The role outlined in this job description supports EpiCโs GHS workplan.
EpiCโs GHS workplan aims to strengthen national, subnational, and local capacities for the prevention, detection, and response to public health emergencies, including pandemic preparedness. Support is delivered across multiple technical areas, including Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control (IPC), and Evidence-Based Public Health Messaging. All activities and sub-activities under each technical area are aligned with and informed by national priorities and strategies, including the National Action Plan for Health Security (2025โ2030), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025โ2030.
JOB SUMMARY:
The Project Liaison Officer supports the day-to-day project operations and ensures the effective implementation of TA activities across the project sites. S/he will provide technical, programmatic, and coordination support to project teams in implementing broad range of TA activities, from assessment, training, capacity and systems strengthening, resource optimization and mobilization, and program review.
The Project Liaison Officer assists in the development of technical and knowledge products, including reports, briefs, presentations ,providing administrative support on core project operations and liasing with the project technical and management teams. The role ensures efficient coordination and communication between the Department of Health (DOH), relevant government agencies, implementing partners, project sites, and other key stakeholders from the national to local levels.
In particular, the Project Liaison Officer supports the DOH- Epidemiology Bureau (DOH-EB) in the coordination and implementation of surveillance and outbreak response - related activities and strategies ensuring alignment with national policies, standards, and priorities.
KEY RESPONSIBILITIES:
Project Implementation, Liaison, and Coordination
Serves as key liaison between the project and DOH EB and other relevant partners and counterparts on national, regional, and local levels
Supports the implementation of technical assistance and project activities at the national, regional, and local government unit levels
Liaises and coordinate assigned project activities to project sites, DOH offices, LGUs, and other key stakeholders
Maintains regular coordination and communication with project management, technical staff, partners, and stakeholders to plan and monitor activities
Responds to requests and inquiries from internal and external stakeholders
Provides administrative and technical support to project operations including contribution to required project deliverables such as reports, presentation materials, and other related technical documentation
Surveillance and Outbreak Detection and Response
Supports in the coordination, implementation, and monitoring of surveillance, outbreak response, and public health emergency-related activities and strategies.
Work closely with field and technical teams to support the implementation, monitoring, and performance of Community Event-based Surveillance and Response (CESR) implementation across pilot sites
Participates in and support preparedness, readiness, and response activities and meetings, including planning events, field deployments, simulation exercises (SimEx), and after action reviews (AARs), as required
Capacity Building and Knowledge Transfer
Supports capacity-building initiatives for DOH, LGUs, and other stakeholders, including trainings and learning exchange activities related to surveillance and outbreak preparedness and response
Supports the development and delivery of training programs, SOPs, and protocols for local health responders and teams, based on national and international guidelines and tailored to the local context.
Provides operational and technical assistance to deliver capacity-building activities, including on-the-job mentoring, supportive supervision, and competency assessment for key surveillance personnel and frontline health workers.
Technical Documentation and Knowledge Products
Collaborates with the technical teams in the writing of reports, protocols, and manuals.
Contributes to the development and sharing of lessons, knowledge, innovations, and best practices, and to documenting processes and procedures to improve efficiency and quality of work.
Administrative, Operational Support, and Other Responsibilities
Provide logistical and administrative support for meetings, trainings, workshops, and coordination activities at all levels
Maintain organized records, coordination logs, and documentation in accordance with project requirements
Perform other related duties assigned and agreed upon
MINIMUM REQUIREMENTS :
Excellent understanding of field operations, logistics, procurement processes, and administrative systems.
Excellent coordination, organizational, and communication skills, with the ability to work across technical, finance, people and culture, administrative, and procurement teams.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
Demonstrated proficiency with using Microsoft Office Suite required.
Ability to analyze and interpret data, identify errors, and prepare reports.
Ability to solve problems and implement corrective action as needed.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
Usual office working conditions.
Ability to travel domestically at least 30%.
EDUCATION/EXPERIENCE:
Bachelor's degree or its international equivalent in public health, nursing, social sciences, development studies, civil society, management, business administration, or related field.
Experience in public health emergency response, outbreak operations, or rapid field deployment is desirable.
Typically requires at least 3 years of relevant experience in providing technical assistance and support.
Demonstrated experience working with government counterparts at the national, regional, and local levels, partner organizations, and community stakeholders.
